Those who were displaced during the expansion of the erstwhile Shuklaphanta Wildlife Sanctuary (currently Park) are on hunger strike demanding restoration. They started their hunger strike from July 22 at Madan Chowk in Mahendranagar market.
Those who were displaced, Jai Bahadur Rokaya and Ran Bahadur Singh are on hunger strike for 5 days. Last June, they were on a fast at Maitighar in Kathmandu and returned home after receiving an assurance from Forest Minister Ain Bahadur Shahi that a decision would be made within a week and a half. Rokaya, who is also the chairman of the Arksha Mokhtar Sangharsh Samiti, said that after two months there was no decision, he had to go on a hunger strike.
"A commission was formed many times in our name, the problem was not solved," said Rokaya, "their own leaders recruit workers in the name of investigation, now the investigation has become too much and our problem should be solved by forming a political commission." Rokaya has demanded that it should be restored as recommended by the 21st commission chaired by Diwansingh Bista . He said that the Waste Commission has recommended that 10 kattas of land be given per family. He informed that land has also been searched for that.
In 2071, the judicial commission led by the former judge of the Court of Appeal, Thakur Prasad Sharma, reduced the number of displaced people to 1,480. His commission is 29th . The commission suggested that only 1480 families should be rehabilitated. But the displaced persons are not satisfied with the number determined by the commission. The commission headed by Sarendra Bam, which was formed after that, has also recommended compensation of 10 kattas of land or 60 million rupees. "The number should be 2473, the management should be done according to the recommendations of the Bist or Bomb Commission," said another displaced Singh who is on hunger strike, "Now there is no judicial or investigation commission and our problem should be solved by forming a political commission for the last time."
Last time, the 32nd committee formed under the leadership of Jayananda Paneru, former judge of the Court of Appeal, also showed the number of 2 thousand 27 to be rehabilitated. The commission submitted its report on 26th December 2081 .
The committee, which has set a period of 3 months from the date of the first meeting, has mentioned in the report that those living in parks and forest areas will be given 10 lakhs per family as relief and that they should be removed from the forest area immediately. Also, it has been suggested to give 7 lakhs to the families outside the forest area and 5 lakhs to the families who have received red parts but have not been able to use the land. It is mentioned in the report that 11 people have applied for not being able to enjoy the land and some are yet to apply. "The report submitted by the Paneru Commission is not acceptable to us, the report made without any advice or understanding of our problems should not be implemented," said Rokaya, "Rehabilitation will not be done even after 20/30 years of displacement, and now it will be entangled in 5/10 lakhs, how is it possible to restore us?" They have demanded that it should be done, the people displaced by the reservation should be declared as conflict victims and education and health should be free for children.
Now the displaced people are living in 14 different camps in the district . More than 600 families are living in the Dhaka camp of Shuklaphanta National Park. Apart from this, Tarapur and Lallare are also displaced in Dada. Displaced people are living in places like Bani Daiji. Along with the fast to death in Mahendranagar, relay fast is also being held in Daiji, Banhara camp and Dhaka camp of Bedkot municipality, said Rokaya. According to him, if the demand is not met, the land will be allocated after measuring the land itself. The then Shuklaphanta Wildlife Reserve has been expanded by acquiring 155 square kilometers of land in the eastern area. Currently, the area of Shuklaphanta, which has been upgraded to a park, is 350 square kilometers.
