Sudurpaschim Province Chief Minister Kamal Bahadur Shah will take the vote of confidence from the provincial assembly today (Thursday) at 5 pm.

 

After the power partner Civil Liberation Party withdrew its support on June 20, Chief Minister Shah Biswas is going to take the vote of confidence as per the constitutional provision.

According to clause 2 of Article 188 of the Constitution, if a party participating in the government withdraws its support, the Chief Minister must take a vote of confidence within 30 days. According to that article, if the party represented by the Chief Minister splits or if the party participating in the provincial government withdraws its support, the Chief Minister must submit a proposal to the Provincial Assembly for a vote of confidence within 30 days.

Nepali Congress and CPN-UML both parties have issued whips to attend the meeting on Thursday and to vote in favor of the vote of confidence. Congress Parliamentary Party chief whip Vikramsingh Dhami informed that the whip was issued as per Section 28 of the Political Party Act, 2073 stating that it is compulsory to attend the polling day and vote in favor and not remain neutral. Similarly, UML has also issued a whip.

There are currently 18 MPs from the Nepali Congress and 11 MPs from the ruling partner UML in the Sudurpaschim Province Assembly. Even though there are only MPs from both parties, Chief Minister Shah is likely to get a majority. 27 votes are required for a majority in the 53-member provincial assembly. As the number of MPs of Congress and UML has reached 29, the possibility of giving Shah a vote of confidence seems strong.

So far, apart from the Speaker of the Maoist Center, there are 22 MPs including 10 MPs from the Civil Liberties Party, 3 from the United Socialist Party, 1 from the RPP and 1 from the Independent Party.
