On the other hand, the government is spending crores of rupees in the name of repairing the temporary structure of the state ministry in Dhangadhi. According to the details of the State Controller of Accounts Office, the government has spent 275 million 53 million 51 thousand in the period of 6 years from the financial year 075/76 to 080/81. 102 million has been spent in the financial year 076/77.

In the financial year 081/82, the expenditure details of the government and the provincial ministries have not been received. In that year, the government allocated 49.99 million 35 thousand. In the budget of the current financial year, the highest budget of 128 million has been allocated so far.

The money has been spent on repairing the offices of the Ministry of Economic Affairs, Physical Infrastructure Development, Industry, Tourism, Forestry and Environment, Land Management, Agriculture and Cooperatives, Social Development, Ministry of Internal Affairs, State Accounts, Office of the Chief Attorney and temporary offices of the Public Service Commission.

The details of the amount allocated in the last financial year 081/82 have not been received. In 2007, a case was filed in the Supreme Court against the decision to place the capital in Godavari because the forest area of Godavari was destroyed. Manish Kumar Shrestha and Devi Kumari Joshi had filed a case in the Supreme Court saying that it was decided to establish the provincial capital through biological means.

A two-thirds vote is required to decide on the capital. The civil rights party has withdrawn its support. Only two-thirds of the votes of Congress and UML, which are in the government, are not enough.

The government is currently looking for an option to construct the provincial ministry and other structures on the 13 bigha area of land that extends from the office of the Chief Minister and the Council of Ministers to the water supply office by designating Dhangadhi as the permanent capital.

After the Provincial Assembly designated the Godavari capital, the Far West Province government at that time sent a letter to the Ministry of Forestry and the Prime Minister's Office in the month of January 075 asking for the right of occupancy of 444 bighas of Godavari area, which was designated as the permanent capital of the province, along with the measurements and maps.

While reminding that the jurisdiction to designate the capital lies with the Provincial Assembly, the provincial government wrote to the Ministry of Forestry to use only the necessary land out of 444 bighas and protect the rest of the forest. But the proposal of the state government was ignored by the union government. As the federal government did not make any decision about the right of occupancy, the implementation process could not proceed. "Because the Ministry of Forests did not grant usufructuary rights, the implementation could not proceed," said the then Chief Advocate Kulananda Upadhyay, "At that time, the state government made many efforts at various levels to obtain usufructuary rights."

As requested by the Ministry of Forests, all the documents have also been sent from the four forts including the Malpot, Napi office. But the Ministry did not make a decision and got stuck. The Ministry of Forestry has not made any decision so far. "At that time, we met the Prime Minister several times and demanded to give the usufruct of the land," said the then Chief Minister Trilochan Bhatt.
