Three months have passed since the academic session started. However, all the 10 municipalities of Baitadi have not been able to print the books of the local curriculum that they have produced so far. In the last academic session also, the students took the local subject exam without reading the book.

Municipalities had spent lakhs of money to build local curriculum from class 1 to 8.  Only Pancheswar rural municipality has produced local curriculum and reference materials. The remaining nine local levels have only built the curriculum . 

In schools in the municipality that could not produce reference materials, teachers are teaching without reference materials. Deepak Chand, a teacher of Pipalkot High School, said that he is preparing and teaching the students on the basis of the model of the curriculum received from the rural municipality education branch.    ''We teach based on the curriculum, the students don't understand what they are teaching when they don't have the local curriculum books,'' he said, 'Even when the local curriculum is going to be taught for two academic sessions, the students' education is not effective if the books are not printed  are . Mahamal Singh Ghatal, Head of Education Branch of Pancheshwar Rural Municipality, said that due to the inability to manage the expenses for the printing of the books of the local curriculum, the books of the local curriculum have not been printed yet.

'Local curriculum books cannot be printed at the rate set by the Janak Shiksha Material Kendra,' he said, 'when requesting the budget for book printing from the village council, they say there is a shortage, it has been two years since the curriculum was created and implemented, we have not been able to give books to the students.' There are 44 thousand students studying in the district from class 1 to 8.

The Local Government Operation Act 2074 has given the responsibility of managing up to secondary schools to the local level.
