The court has ordered not to implement the decision to ban the sale and distribution of low-quality liquor packed in plastic bottles and bags in Bajhang. An all-party meeting had decided to ban it last May because of drinking low-quality alcohol, which led to the deaths of common people and adverse effects on the public health of the district residents.
The joint bench of Judge Dandpani Sharma and Asmin Kumar Rai of the High Court Dipayal gave an interim order not to implement the decision made by the Chief of District Coordination Committee Bajhang, Nar Bahadur Bohra, in the presence of all the heads, deputy heads, representatives of political parties, heads of district-based security agencies, industry and commerce associations, hoteliers' associations and others of Bajhang.
Businessman Jagat Bahadur Malla, who is also the former president of Bajhang Chamber of Commerce and Industry, filed a writ petition in the High Court against the decision to ban low-quality liquor. Based on the on-site study conducted by the Liquor Sale and Distribution Regulation, Monitoring and Inspection Committee, formed under the Liquor Sale and Distribution Regulation Guidelines, the all-party meeting decided to impose the ban based on the conclusion that some people have died from this kind of liquor sale and distribution, it has affected the health of common citizens, there has been an increase in criminal incidents such as domestic violence, theft, robbery, and robbery, and there has also been an obstacle to improving the standard of living of the citizens.
The district administration office, which had given 15 days to manage the low quality in the district, had been monitoring the market since May 10 and confiscating such alcohol if found. According to Assistant Chief District Officer Satyakumari Joshi, around 300 cartons of low quality liquor were seized during this period.
The prohibition was imposed based on the conclusion of the all-party meeting that when illegal and low-quality alcohol was readily available, teenagers, young people and the elderly all over the district got addicted to alcohol, some of them died and this not only increased crime but also caused serious disruption in social and economic development.
In Bajhang, earlier in 2075, the District Assembly had decided to impose a complete ban on alcohol throughout the district. After the traders went to the court against the decision, the decision of the District Assembly could not be implemented because the court ruled in favor of the traders. Due to the increase in cases of domestic violence and crime due to alcohol, women's rights activists have been protesting repeatedly demanding a complete ban on alcohol.
