The bills related to the budget for the next financial year 2082/083 introduced by the Far West Province government were passed by the provincial assembly meeting on Wednesday. But due to the failure of MPs and ministers in the budget and planning every year, the government has increased the size of the budget by exceeding the actual income. It has become a tradition for parliamentarians to rush to make their own plans during the preparation of the budget.
The discussion on the next year's budget lasted for four days. During the discussion, most of the MPs from the ruling and opposition parties criticized the budget and the ministers. Most of the parliamentarians from both parties who spoke demanded an investigation saying that there were irregularities in the budget and planning.
But that demand of theirs was just like the last speech while speaking in the Rostam of the Provincial Assembly. In the end, everyone was united and unanimously passed the budget. This year, the government had imposed a special budget for MPs. Therefore, when it was passed, the government and the opposition passed it together.
Not only that, most of the MPs who criticized during the discussion also participated in the mass banquet organized by the state government at a party palace in Dhangadhi regarding the passing of the budget.
Sudurpaschim has passed a budget of 33 billion 476 million 48 thousand for the next fiscal year. Under which 19 billion 83 crore 2 lakh 6 thousand i.e. 59.25 percent is allocated to the capital side while 10 billion 20 crore 81 lakh 82 thousand i.e. 30.49 percent is allocated to the operational side .
While participating in the discussion on Wednesday before the bills related to the budget were submitted for construction, Dharmaraj Pathak, a member of the ruling party UML, attacked the budget and the role of ministers. Pathak had stated that there was fraud in the budget and said that an inquiry committee should be formed.
"There has been bullying in the budget, one by one the bullying is detected," MP Pathak said He had a strong comment on the physical infrastructure development minister led by his own party UML. Stating that ethical questions have been raised against the minister, Pathak said, "The issue of taking money is being raised". The parliamentarians are also saying the names of the hotels, they are saying that they will give evidence in the meeting of the provincial assembly, is this a moral question on the concerned minister? He said that the current system is at risk not from outside but from those within the provincial assembly. "Some of us came into politics only for two or four crores, this is the last thing, what will happen after that," said MP Pathak. Those who doubt their own political future are doing bullying.'
Chakra Malla, the chief whip of UML, had claimed that parliamentarians are more powerful than the government in the budget. He said, ``Bring money in a stick, buy a plan in a bag and take it away.'' The tradition of buying and selling plans could not be broken.' Maoist MP Ramesh Dhami said, 'Let's fail the budget, those who demand the return of the money invested to buy the budget plan can be seen surrounding the minister's house.'
The dissatisfaction of the Nepali Congress MPs, the leadership party of the government, was the same. Chief Whip Vikramsingh Dhami demanded the formation of a parliamentary inquiry committee to find the brokers who bought and sold the budget.
MP Man Bahadur Dhami of the main opposition party Maoist Center accused of buying and selling the budget and demanded that a parliamentary committee should be formed to investigate. He even said, "Let's form a committee and investigate, if it is not proven, I will resign as MP." Naresh Kumar Shahi, chief whip of United Samajwadi Party, claimed that the budget was bought and sold and said that the Commission for Investigation of Abuse of Authority should be requested for investigation. Maoist Center MPs Om Vikram Bhat, Geeta Mal, UML Parliamentary Party Deputy Leader Santosh Sharma Thapa and others also strongly criticized the budget.
None of the parliamentarians who spoke so strongly in the provincial assembly meeting expressed dissent when passing the budget . The budget was passed unanimously. That scene in itself was strange . It is understood by many that parliamentarians do one thing inside and one thing when they speak outside.
In every budget, complaints from MPs are heard that their plans have not been implemented . It seems that their main goal is to stretch the budget plan of the state parliamentarians. That's what is happening. During the preparation of the budget, it is never heard that the parliamentarians should allocate the budget for the construction of a large and impressive plan. Every year ministers are pressured to include MPs' piecemeal plans . Ministers also have their hands in Jagannath.
In the next year's budget as well, the government allocated two billion 230 million for the plans of parliamentarians and allocated funds. No one chose big plans in such plans . Sources in the Chief Minister's Office said that almost all of them had to allocate 10-20 lakh worker-oriented piecemeal schemes as recommended for direct 5 crores and proportional 3 crores schemes. According to the sources, influential leaders of the ruling and opposition parties shared schemes worth up to 17 crores.
incompetent to spend
Since the beginning of Far West government, inefficiency has been seen in budget spending. Unable to spend the budget, unable to increase the internal income, but every year MPs and ministers are increasing the size of the budget by including more and more of their private and piecemeal plans. It is seen that the size of the budget is much higher than the reality.
In the budget of the current financial year, the capital expenditure till June 15 is only 41.25 percent . Running costs are 60.67 percent. The capital expenditure of the Ministry of Physical Infrastructure Development, which has the largest budget, is only 32 percent. According to the Provincial Accounts Controller's Office, only 7.2 billion 54 million of the total 14.9 billion 66 million budget of the Ministry of Physical Infrastructure Development is available as of June 15th.
On the one hand, the government seems to be unable to spend the allocated budget and on the other hand, on the other hand, there is a fight among MP ministers to add piecemeal plans to every budget. Officials say that the number of funds to be allocated in big plans is decreasing year by year.
Budget more than income every year
Since the beginning of the budget, it has been seen that the government increases the size of the budget more than the actual income in every year's budget . The government of Sudurpaschim Province brought a budget of 25 billion 6 crore 56 lakh 14 thousand for 075/076. But the actual income of the government that year was only 20 billion 18 million 31 million 78 thousand.
For the financial year 076/77, the government brought a budget of 28,162,235,000, but the actual income of the government was only 25,137,963,000. Similarly, for 077/78, the government brought a budget of 33 billion 38 million 13 million 48 thousand, the total income of the government was only 28 billion 64 million 64 million 61 thousand. For 078/79, the actual income of the government which brought a budget of 30 billion 33 million 94 million 55 thousand was only 28 billion 31 million 92 thousand .
The size of the budget presented by the government for 079/80 was the largest budget ever brought. That year, a budget of about eight billion more than the income was brought. The actual income of the government which brought a budget of 36 billion 74 crore 64 lakh 65 thousand was only 28 billion 62 crore 32 lakh 85 thousand.
In the financial year 080/81, the budget of 29 billion 2659 million 32 thousand was brought, but the income was only 22 billion 869 million one thousand . The actual income of the government, which brought a budget of 31 billion 62 million 98 lakh 28 thousand for the current financial year, will be determined only in the middle of June.
