The discussion on the budget brought by the Far West Province government for the next financial year has started from Sunday in the Provincial Assembly. Parliamentarians of the ruling party and the opposition party, who participated in the first day's discussion, criticized the budget and expressed their anger. They claimed that the budget was bought and sold and emphasized that there should be an investigation.
Opposition MPs including the ruling Congress, UML and Civil Immunity Party claimed that the budget was bought and sold and emphasized that there should be an investigation. Leader of the government Congress chief whip Vikramsingh Dhami, main opposition Maoist MP Man Bahadur Dhami, United Socialists chief whip Naresh Kumar Shahi and others have demanded an investigation.
Maoist MP Dhami alleged that the budget was bought and sold and claimed that the budget was in the possession of middlemen. He demanded that a parliamentary committee should be formed to investigate. "30 to 35 percent of the Ministry of Physical Infrastructure Development and 40 percent of the Ministry of Industry, Tourism, Forest and Environment's budget have been bought and sold," Dhami said. Shahi, the chief whip of the United Socialist Party, claimed that the budget was bought and sold and said that the Abuse of Authority Investigation Commission should be requested for investigation.
'At least next year this should not happen,' Shahi said, 'No one has the right to swim on the taxes paid by the people.' Stating that no criteria and basis have been set in the budget allocation, Shahi emphasized that a committee should be formed to investigate the irregular activities that took place during the preparation of the budget. Santosh Sharma Thapa, deputy leader of the UML parliamentary party, also expressed anger over the budget allocation. She said that the plan was chosen in consultation with the leaders. With great displeasure, she said, 'There was no plan for the people.'
Maoist MP Geeta Mal accused the parliament of staging a drama saying that there was an irregularity in the budget allocation. She said that in terms of the budget, three plays will be staged: principles and priorities on the budget, policies and programs and budget allocation.
"It seems that we MPs are just characters in a drama," she said, "even though we know that the budget presented by the government will not be changed, even though we know that they will not do it, we are fulfilling our duties by discussing it." This is too much. This distortion that started with the formation of the province has not been removed till now," Chief Whip Dhami said, "Now we have to study how planning and budgeting came from outside the process. If we have to appeal to authorities, asset laundering agencies, let's appeal.
UML MP Daman Bhandari said that the categories of MPs have been divided in the budget. There is no need-based budget. Not fair . It is middleman-friendly," he said. UML MP Janaki Iyer and Congress MP Dammari Mahara also expressed their views on the budget.
