Due to lack of timely work in Punepata-Banskada-Jangalghat area under the Chisapani-Jangalghat-Mangalsen road, the pride project of the Sudurpaschim Province government, there has been difficulty in movement during rainy season. According to Infrastructure Development Office Achham, the foundation stone of the Garitand-Kamalbazar-Banskanda 23 km road under Chisapani-Mangalsen road in Achham was laid last year by Prakash Bahadur Deuba, Physical Infrastructure Development Minister of Sudurpaschim Province at Garitand.
The black paper work of that area has reached the final stage. A few kilometers of Kailali area of this road has been blackened. The work of 23 km of blacktop in Achham section has reached its final stage.
Baniyan Nirman Seva Pvt Ltd signed an agreement for the upgradation of Baskanda Turmakhad, Jungle Ghat on 9th June 2077 for 9 crore 47 lakh 78 thousand . Although there was an agreement to upgrade the 25 km road from Baskanda to Turmakhand, Jangalghat on 3rd June 2078, only 77 percent of the work has been completed within 3 years of expiry. Devi Prasad Dhungana, Engineer of the Infrastructure Development Office, said that the deadline has been extended to complete the remaining work.
Ammar Neupane of Turmakhand Rural Municipality-6 said that during the rains, the road became muddy and obstructed in some places. He said that the road, which is the main road of Turmakhand Rural Municipality, becomes slippery before the rainy season and the locals are suffering as it gets blocked.
'During the rainy season, there has been a problem in traffic after the main road was blocked. It is also a problem for the sick, pregnant and children to walk on this road," he said. But even after 4 years, the road is still in the same condition. It is necessary for the rural municipality to find out what has happened.'
It has been 57 years since the concept of Chisapani-Jangalghat-Mangalsen road came up. In 2028, Chairman of Acham District Panchayat Hari Prasad Bhandari took a jeep from Tikunia, bordering with Kailali, to Mangalsen to convey the message that the short-distance road connecting the mountains to the Terai should be built quickly.
Celebrating happiness with bazagaza in villages and carrying vehicles on shoulders, donating labor, Jeep was delivered to Mangalsen about 57 years ago, but the work of upgrading the road started only about 4 years ago . Chisapani-Jangalghat-Mangalsen road has 110 kilometers of road in Acham section. In which the Far West Province government has included this road section in Gaurav's project and started black paper in some parts .
Although the work has started to connect Kailali in a short distance, the locals are not optimistic about its completion on time . I have heard the talk of this road since the time I brought the car from this road. But there is no progress," says 65-year-old Purna Bahadur Bayak of Turmakhand rural municipality-4. "For 4 years, we keep seeing people coming to work to build roads. But it has become more volatile . It is difficult to drive the car. It has been very difficult.'
This road connecting the hills from the Teri Teri Terai of the Karnali River is the shortest highway. As this highway cannot be built, the residents of Achham now have to travel more than 300 kilometers to reach Achham via Dadeldhura and Doti Chichhol. A very long distance has to be covered to go to most parts of Bajura, Humla and Kalikot which are connected to Achham.
If the Chisapani-Mangalsen road is constructed, this distance will be shortened by 200 km. This road is important for 22 local levels of Kailali and Surkhet and Achham.
