The Sudurpaschim Province government has presented the budget for the next financial year 082/83 on Sunday night amid internal pressure. Chief Minister Kamal Bahadur Shah, Economic Affairs Minister Bahadur Singh Thapa and Physical Infrastructure Development Minister Surendra Bahadur Pal clashed over the preparation of the budget on Saturday night.
Due to that delay, the meeting scheduled for 5 pm was delayed by two hours and started only after 7 pm. Physical Infrastructure Minister Pal is from UML while Chief Minister and Economic Affairs Minister are from Congress.
There was a dispute over the budget amount between the three people. From the beginning, Physical Infrastructure Development Minister Pal had been lobbying to increase the budget in his ministry saying that it was low. That is why the Ministry of Economic Affairs and the Ministry of Physical Infrastructure Development could not agree. During the preparation of the budget, the dispute also clashed with Chief Minister Shah on Saturday night.
Provincial Policy and Planning Commission initially gave seven billion 55 million budget limit (ceiling) to the Ministry of Physical Infrastructure Development. But two days ago, the Ministry of Economic Affairs added Rs 700 crore after the ministry put it on hold saying that the budget was insufficient. 55 crore was added to the budget on Saturday night after Minister Pal took the stand that even that would not be enough.
A member of parliament who is close said that during the addition of the same budget, a situation of tension arose between Chief Minister Shah and Physical Infrastructure Development Minister Pal. But there was confusion when Minister Pal said that only the schemes received from his mechanism would be included in the additional budget. "The Chief Minister was also under stress when the plan that he had to prioritize was not included in the budget," said a member of parliament who was close to the budget preparation, "Finally, the Chief Minister had to talk to the Minister of Economic Affairs and get his plans included." Another member of the Provincial Assembly said, "That is why the budget has been delayed." Initially, the government prepared to bring a budget between 29 and 30 billion, but due to difficulties, the budget was increased at the last moment and brought a budget of 33,476,648,000. This budget is one billion 846 million 52 thousand more than the current financial year. The main source of the budget is the amount that has not been spent from the budget of the current financial year. The income has been estimated by assuming that no more than seven billion 666 million can be spent in the budget of the current financial year.
In the budget statement presented by Minister of Economic Affairs Bahadur Singh Thapa in the state assembly, 19.83 billion 2 lakh 6 thousand or 59.25 percent of the total budget has been allocated for capital, while 10.20 billion 81 lakh 82 thousand or 30.49 percent has been allocated for operational.
Sudurpaschim Province has given priority to physical infrastructure development. In the budget of the next financial year, 15.4 billion 3.17 thousand has been allocated for the Ministry of Physical Infrastructure Development. It is about one billion more than the budget allocated for the ministry in the current financial year 081/82. 14 billion 60 million 14 million was allocated for the current financial year. Although it is mentioned in the policy and program that the policy of reducing the piecemeal plan has been taken, the budget has been scattered in the budget. Piecemeal plans have been launched. Schemes equal to the amount allocated to MPs in the budget are also included in the activities of Chief Minister Shah.
It is understood that the provincial government has included a budget plan of Rs 5/5 crore for 32 directly elected MPs and Rs 3 crore for 21 proportional MPs.
