There is a lack of budget and technical manpower in the construction of a ferry at the border of Achham and Surkhet to connect East Achham with access to the road network. For the ferry to be operated on the Karnali river, the work has started by allocating 60 lakhs in the current financial year, which will be paid from the Turmakhand Rural Municipality.

Kaviram Bayak, a member of the consumer committee, said that the construction work is being done through the consumer committee and there is a challenge to complete the work on time due to geographical difficulties, lack of technical manpower, etc. According to him, the Sudurpaschim Province government has provided only 60 million for the construction of the ferry which requires at least 1 crore budget.

'One million budget is needed for the reconstruction. The state government has allocated only 6 million. If the budget is less than 1 crore, we can work through the consumer committee, so we are working by forming a committee of the locals here,' said Bayak, a member of the consumer committee. They have responded verbally that they will work and arrange the budget. There is no written agreement.' He said that he is requesting the government agency to arrange a budget because the consumer committee will be questioned if the work is left half done due to lack of budget. 

He says that all the materials for the construction of the ferry have reached the construction site and they have not been able to find technical staff. "The work that needs to be done in the field and done by others besides the technician is happening now. The lack of necessary engineers was seen," he said. "We have signed an agreement with Nuri Company in Kathmandu for technical support and manpower management. We are working with 300,000 peschis from the rural municipality. The technical staff will come to the field and connect only the required towers in the current year, he said.

Chairman of Turmakhand Rural Municipality Dumbar BC said that the rural municipality is providing necessary support and coordination for the ferry that is being built to connect Turmakhand Rural Municipality 4 of Achham and Panchapuri Municipality of Surkhet. The construction work should be completed in the current year. There has been a delay in the work. It is said that the budget is not enough. For that, there is support from the rural municipality. We are also cooperating with the provincial government,' he said.

Now there is an agreement for the construction of a concrete bridge in the place where the ferry is going to be built . Although there is an agreement for the construction of a concrete bridge under the Chisapani Jungle Ghat Mangalsen road section, the construction process has not progressed.

During the time of the then Prime Minister Sher Bahadur Deuba, a contract was signed with Lama Construction on the 8th of July 2078 by a ministerial decision. Before that, due to Betan Karnali Hydropower, which is being built on the border of Achham and Surkhet, the concrete bridge that was supposed to be built at Jangalghat was blocked because of the problem of flooding, saying that the height of the bridge should be increased or the bridge should be moved to another place.
