In order to institutionalize the practice of planning with public participation, 10 local level representatives of Far West have gathered for two days in Dadeldhura and exchanged experiences.
In the discussion that started on Wednesday and ended on Thursday, there was a debate on how the voices of the communities who did not have access to the planning process can be converted into policies and budgets. The
program was attended by local level municipality chiefs, deputy chiefs and employees of Kanchanpur, Kailali, Doti, Bajura and Bajhang in Far West. Meen Shahi, program manager of Needs Nepal, said that through group discussions and exercises, the participants will participate in policy making. He said that the program was organized to increase citizen participation for effective service delivery at the local level.
Ramchandra Joshi, who works in the social development branch of Dipayal-Silgadi municipality in Doti, said that the development plan can take a real shape if citizen participation increases. "If the proposals raised by the citizens at the toll-basti are converted into policies and budgets, the people will feel that the state has listened to them," he said.
Shardadevi Rokaya, Deputy Head of Godavari Municipality of Kailali, said that this program has inspired them to make the policies and programs of the local government people-oriented. "Until now, only local people used to take plans and many citizens were left behind," she said, "Now we will change the way of planning to end this situation."
