'Limited Menstruation' Policy Needed-Women MPs

Regarding the formulation and implementation of the 'limited menstruation' policy, a discussion was held with the members of the Sudurpaschim Provincial Assembly in Dhangadhi on Tuesday. The role of the Provincial Assembly in the effective implementation of the resolution on decent menstruation passed by the National Assembly was discussed in detail at the provincial level for the first time.

In the discussion program, National Assembly member Madan Kumari Shah (Garima), who was also the proposer of the resolution in the National Assembly, said that the resolution passed unanimously by the Federal Parliament should now be implemented at the state level. "Now it is necessary for the provincial government to give priority to the context of decent menstruation in the policy and budget," she said.  

Member of Parliament Shah changed the meaning of the word chhaupadi, which is deeply embedded in the context of menstruation, and pointed out that the provincial assembly should take the lead through a special resolution to end menstruation discrimination. "Policy reform is essential for behavior change," she said.  During the

program, Deputy Speaker of the Provincial Assembly, Koilidevi Chaudhary, said that she is committed to make the topic of decent menstruation a special discussion agenda in the Provincial Assembly. He said that the provincial assembly would raise the demand that the state government should include it in policies, programs and budgets while seriously discussing all aspects of menstrual discrimination.  Chairman of the Social Development Committee participating in the

discussion program, Dharmaraj Pathak, said that the role of the Provincial Assembly will be decisive in the development of a comprehensive study, awareness, and legal structure to end the bad tradition and discrimination of menstruation. "In order to eliminate the gap between social behavior and institutional practice, the state assembly should intervene clearly and timely," he said. 

Santosh Sharma Thapa, coordinator of the Parliamentary Women's Coordination Committee, said that there is a need to start a comprehensive discussion within the Provincial Assembly to ensure proper menstruation. "According to the guidance from the National Assembly, we are now also lobbying in the province through a special proposal to create a policy for decent menstruation and to transform behavior," she said.  Radha Paudel, an international activist of the modest menstruation campaign who was the facilitator of the

program, said that the recent policies brought by the Far West government have not been effectively linked to the end of menstrual discrimination.

Menstruation is described as an insult not only practically, but also linguistically. It harms the social dignity of women," she said, "The campaign to demolish Chhaupadi Goth is not the only solution to end discrimination, it is necessary to have parallel initiatives in policy, education and communication to break down awareness."
