The decision was made by the majority when the capital was announced . The opposition Nepali Congress protested and boycotted the meeting that day. At that time, CPN had a two-third majority government. So it passed easily. At that time, 38 MPs of CPN voted in favor, while 12 MPs of Nepali Congress and 2 MPs of RJP expressed their disagreement and boycotted the voting process.
After the announcement of the capital city, the provincial government had also allocated the budget for the construction of the infrastructure of the capital city in two consecutive financial years . In addition, at that time the government also issued an order for the formation of capital infrastructure development. But the implementation could not be done.
Some parliamentarians are insisting that Godavari cannot become a capital city. Meanwhile, as an alternative, the empty land of Chowkidanda forest area of Godavari should be placed in the fishery development center between Dhangadhi and Attaria.
But two-thirds majority in the state assembly is required to designate the capital. The current ruling coalition of Congress, UML and Civil Immunity is short of two-thirds majority . For that, the consent of other parties will also be necessary. Godavari Congress MP Bir Bahadur Balayar and UML Secretary Lekhraj Bhatt are also in the area.
Former Chief Minister Trilochan Bhatt says that when the leaders in the state assembly hold different views, the central government is divided. "If the government wants to build a capital city, pressure may be created on the central government that moves forward by passing the resolution," he said.
On the other hand, the residents of Doti protested for about a month saying that the state capital should be kept in Dipayal. The then Chief Minister Trilochan Bhatt was announced to be boycotted by the representatives of Doti civil society for months in the district programs.
