In the parliamentary politics of Sudurpaschim Province, 081 was the most tumultuous for the Civil Immunity Party. The post of Chief Minister was also lost due to the internal strife of the Civil Liberties Party. On the other hand, this year was unimaginably successful for Congress Parliamentary Party leader Kamal Bahadur Shah. He got a chance to become the Chief Minister for the second time. In addition, the Far West had to fall into the 'budget holiday' for two months this year .

With the support of NAUPA, Congress and United Samajwadi Party, Resham Chaudhary MP Laxman Kishore Chaudhary also submitted a claim to the state chief Nazir Mian. But at that time MP Kailash Chaudhary from Chairman Shrestha's faction submitted a claim in support of Maoists and UML. After receiving two claims from the same party, Provincial Chief Minister Mian declared that no one's claim was valid and called for submission of claims again.
In the second claim, the situation was reversed. On the 6th of Baisakh, the leader of Samajwadi's Provincial Parliamentary Party, Galg Bahadur Sodari, gathered the support of Maoists, UML, an independent MP and two members of civil liberties and submitted his claim to Mukhamyantri with a majority. The state chief Mian recognized Sodari's claim and appointed him as the chief minister.
But even though Sodari reached the number to form the government, the life of the government was very short . The Sodari government also collapsed in the Far West after the UML-Congress alliance changed at the center. Not only did the government collapse here, the Far West had to spend a budget holiday for the first time .
Sodari government's economic affairs minister Surendra Bahadur Pal submitted the budget for the current financial year on June 1 in the provincial assembly, but it could not be passed. After the central equation was changed before the budget could be discussed, the ruling party UML withdrew the support given to Sodari by leaving the government on June 20. After leaving the government, UML did not take ownership of the budget presented by its own minister . The budget was stalled.
The budget presented on June 1 was neither passed nor failed. The government has become wasteful . In that situation, neither the province could collect revenue, nor could it spend. All economic activities in the province have come to a standstill. Meanwhile, Sodari used the 30 days that the partner party withdrew its support. Did not resign in the middle . Instead, he tried to bring the budget through an ordinance, but the provincial chief did not help in bringing the ordinance. Finally, Sodari resigned on 18 July 2018.
Kamal Bahadur Shah of the Congress got the opportunity to become the Chief Minister for the second time after the release of Sodari. With the support of 18 MPs from Congress, 11 MPs from UML and 5 MPs from Civil Immunity Resham Chaudhary Group, Shah was appointed as the Chief Minister for the second time on 21 July 2008.
After the formation of Shah's government, the budget was again presented in the assembly on August 31. After the budget was passed by the assembly on October 6th, the budget holiday ended.
Fear of not spending the budget
In the past years, the capital expenditure was 60 to 70 percent in the Far West, but in the current financial year, there is a risk that only a small part of the allocated development budget may be spent. .
The government has brought a total budget of 31 billion 62 billion 98 million for the current financial year, and with only three months left to the end of the financial year, 4 billion 32 billion (34 percent) has been spent on operations and 3 billion 29 billion (17 percent) on capital.
Government under siege

Maoists, CPN Unified Socialists, and RPP have been disrupting the provincial assembly meeting continuously for two months saying that the government has arbitrarily amended the law, increased the number of posts for service facilities and unnecessary appointments and is wasting money. Chief Minister Shah held several meetings with the opposition parties to conduct the meeting of the Assembly, but they did not reach a conclusion.
While the opposition parties are still disrupting the state assembly meeting, the government has become more embarrassed after the release of the audio of Lakshman Kishore Chaudhary, who is the minister of industry, tourism, forest and environment, regarding financial transactions. On the instructions of the Chief Minister, Minister Chaudhary resigned from the post, but the opposition party got another chance. They continued to block the parliament, insisting that the incident should be investigated. Finally, the government has ended the session from the night of March 27.
