Dallekh village is located between Dipayal Silagadi Municipality-9 and Sayal Rural Municipality-5 of Doti. A dirt road has been formed in the middle of this village of Sayal-6. There are 18 households in the Dalit community settlement above the road.
There are more than 500 students studying in the Himalaya Secondary School under the road. Below the school there are 40 families living in Sawakanda village. 58 families of these two settlements and 500 students of Himalayan Mavi always have trouble getting water.
There is a small stream from the lake on the side of the road . Locals say that hardly 10 liters of water comes in that stream in 20 minutes . Bhagu Damai of Dallekh has to walk for 1 hour to fill 10 liters of water.
'There is only one stream for these two villages and schools. You have to wait in line for 3 to 4 hours for this water. You can get a quick turn only if you come at 4 in the morning,'' she said. I got tired of talking to the ward chairman and the village head for water.'
Locals, on their own initiative, piped a stream of water brought to the village from the lake on the road to Khaptad and distributed it to three places, two settlements and a school. In the evening and in the morning, they take turns in both the settlements and in the afternoon some sayams are given to the school line .
Tara Damai of the same village tells that the whole day's work of one person in the family is only filling water. Dalit community settlements are not considered as villages. We are suffering from water," she said, standing in line at the stream on Friday. "This water has to be delivered not only for drinking, but also for sanitation and shelter." Hemraj Dahal, principal of Himalaya Mavi Dallekh, said, "There is a lot of water problem in this place." The problem of water is also affecting the education of students. We have spoken to the relevant authorities. Now let's see what will happen.'
Another woman, Tuli Damai, who was standing in line for the water supply, said that the leaders who came during the election promised to build paved roads and water pipes in all villages. She said, "During the election, they forget us and ask for votes." After winning there is also a village! Parvati Damai of
Dallekh says that she is thinking of running a campaign to vote for the one who will provide water before the next election. Leaders would only give assurances. Now those who give water should vote for the year 2084,' she says.
Sayal Rural Municipality Chairman Dharmaraj Joshi said that since a lot of budget is needed to provide water supply to schools with these two settlements, an initiative has been started with the state and federal governments. This year, we have given recommendations from the rural municipality to the provincial and federal governments for the same village. Last year there was a similar problem in ward no. The work has started with the allocation of 80 lakh rupees in the water supply scheme of 2. Efforts are being made to solve the problem here next year.'
