Two years after the cancellation of the contract opened for the construction of a 50-bed district hospital building, the Environmental Impact Assessment (IE) has started. In 2079/080, 50 million was allocated in the federal government budget to expand the district hospital to 50 beds.
5 million budget was allocated for the hospital in 2080/081 as well. On 24 Baisakh 2080, the tender for the construction of the hospital building was also invited. The hospital building, which was supposed to be built at a cost of around 500 million, could not proceed with the construction process due to lack of multi-year budget certainty.
Even in the current financial year, the federal government has allocated 20 million for the construction of a 50-bed hospital building. Bhageshwar Builders and Consultants Pvt. Ltd. Dhangadhi, which is a consultant for the construction of the hospital in the current financial year, has been given the responsibility of preparing the preliminary environmental test report. Raman Badela, environmental engineer of the consulting company, said that they are discussing with the stakeholders to prepare the
report and it can be submitted within a month. We are discussing with the stakeholders to prepare an IE report for the building that will be built on the same place as the previous building. We will submit the report as soon as possible," he said.
Siddha Prasad Dhungana, a resident of Mangalsen Municipality-5, said that the construction of the building of the district hospital, which is included in the budget several times, has stopped the work on various pretexts even after the bids have been called. As a local, we have been running the ministry for 3 years, defying all the former parliamentarians and people's representatives of the district. However, the building construction file is stopped because the documents have not arrived," he said. "The hospital management committee and the people's representatives also do not seem to be responsible. Now IE's report has been assigned for preparation. I don't think the work will progress even in the current year.
Kamlesh Yadav, the head of the hospital, said that the hospital, which had permission to operate 15 beds, had to add 35 more beds. According to him, it is difficult to provide services in maternity ward, safe abortion ward, emergency ward and OPD room during rainy season. "Now we have started surgery for patients with appendicitis, hernia, etc. We are providing services in dilapidated buildings by managing them," he said.
According to him, the hospital building, which was established about 50 years ago with 15 beds, is now in a dilapidated condition. Due to dilapidated physical storage, service delivery has become uncomfortable. Out of the 9 districts in Far West, only the building of District Hospital Achham has not been completed yet.
Hospital Management Committee Chairman Shiv Bogti said that 49 crores have been allocated for the construction of the district hospital building from the Intensive Urban and Building Construction Project Doti, and the work has not been progressed due to the lack of certainty in the source of the budget. He said that after the contract for the construction of a building worth 45 million was canceled, it was sent for environmental impact assessment.
