Due to the change of government, the government of Sudurpaschim Province, which has been on a budget holiday for the first three months of the current financial year, is currently under the grip of a strong movement of officers towards the accounting group under it.

The employees of the accounting group working under the government of Sudurpaschim Province are holding a sit-in at the office of the Chief Minister and Council of Ministers by stopping payment and disbursement operations in all the nine districts of the province from Wednesday.

In the eight months from July to February of the current financial year, only about 14 percent of the capital budget could be spent  In the Far West, now that payments and withdrawals have been stopped, it is seen that more crisis will arise in the spending process. According to Dhangadhi of the Office of the Controller of Finance and Accounts, in the current financial year, 18 billion 76 billion 24 lakh 23 thousand has been allocated for capital, but only 2 billion 72 billion 81 lakh 82 thousand 459 has been spent till February.

The employees of the accounting group have been protesting since a week ago, demanding a legal system for career development. They stopped the payment and disbursement of Kailali, Dadeldhura and other districts from February 21. "We have stopped payments and disbursements from all district offices since Tuesday, as there was no hearing to our demands," said Baledev Kapadi, Accounts Officer of the State Treasury and Controller of Accounts Office.

Initially, the budget was a 'holiday', now it has been stalled by the movement of accounting officers The agitating employees are demanding that the Sudurpaschim Civil Service Act should be amended to pave the way for their career development. The accounting officer has been demanding that the administration service group should be removed at the ninth/tenth level of the provincial civil service, O&M of the accounting group should be done, and the advertisement of the administration service opened by the provincial public service commission on 081 February 20 should be suspended and a lump sum advertisement should be made.

The biggest objection of the officers towards the accounting group is that the current law and the post structure hinders the promotion to the higher level. According to the current posts, there are 25 posts for the accounting group at the authorized seventh/eighth level, while there is only one post at the deputy secretary ninth/tenth level. Accounts group has 25 posts of officers, but there is only one post of deputy secretary. That is also a vacancy," said Account Officer Padam Bista. "Currently, there are 25 posts in Far West, and 14 Account Officers are employed. But since there is only one post of deputy secretary, no one from our level will have the opportunity to reach the higher level even if they are qualified. The 14 people working in the official level (eighth level) are Narendra Sanyal, Krishna Bahadur Shahi, Yagya Raj Ukta, Saraswati Ghimire, Baldev Kapadi, Padam Bista, Bhupendra Singh Dhami, Mahesh Kumar Chaudhary, Devraj Jaishi, Bhojraj Joshi, Bhim Bahadur Air, Kamal Raj Joshi, Purna Bahadur Khadka and Ranjana Bhatt is working. Ranjana Bhatt is under the government of Sudurpaschim province, but she is currently working in the organization of the union.

In Far West, the number of posts at the authorized level towards the administration group is also inconsistent. According to the Office of the Chief Minister and the Council of Ministers, there are 69 posts in the seventh/eighth level authorized by the administration group, and 13 are working.

Similarly, there are four positions in the seventh/eighth level authorized by the revenue group, and three people are working. There are two posts in Deputy Secretary ninth/tenth. The current post structure in the province is the post structure set by the Union Government in 075 when the province was formed. At that time, only 25 people chose Far West for 25 posts in the authorized level towards the accounting group. "Some of them retired, some went to the union government in open competition," Accounts Officer Padam Bisht said, "now there are 14 of us." In this province, there are only 24 posts of Deputy Secretary at ninth/tenth level. But all those 24 posts are vacant.

Seven in the office of the Chief Minister and the Council of Ministers, two in the Ministry of Industry, Tourism, Forestry and Environment, two each in the Ministry of Economic Affairs, Ministry of Internal Affairs, Land Management, Ministry of Agriculture and Cooperatives and the Provincial Secretariat, Industry,  A total of 24 deputy secretaries have been appointed to the administration group in the Directorate of Consumer Protection, Transport Management Office Kailali, Transport Management Office Kanchanpur, Ministry of Social Development, Ministry of Physical Infrastructure Development and Health Directorate. But there is not even one deputy secretary working under the government of Far West Province.

At present, three Deputy Secretaries of the Administration Group are working in various Ministries of Far West: Siddharaj Joshi (Ministry of Economic Affairs), Navraj Ojha (Office of Chief Minister and Council of Ministers) and Shekhar Kumar Rokaya (Ministry of Home Affairs and Law). But all three of them are employees of the union government.

Deputy Secretary of the Ministry of Economic Affairs, Siddaraj Joshi, says that the financial activities of the state government have come to a standstill due to the agitation of the accounting officers. The first three months were a budget holiday. At present, there will be a problem when there is no payment, withdrawal etc. during the pick-up hours of the work,' says Deputy Secretary Joshi, 'while the capital expenditure is low, other financial processes have also been disrupted due to the movement of accounting officers.'
