Mangalsen municipality has been without an office chief for a month. The Ministry of Federal Affairs and General Administration canceled the responsibility of 23 local level office heads across the country, including Mangalsen municipality, on January 9, saying that junior employees were given the responsibility of office heads despite being senior employees. The responsibility of Khakendra Bahadur Sodari, who is the head of the office of the municipality, was canceled in the sixth level of the administrative service.

In the letter sent by the ministry to the municipality on January 9, it has been informed that according to rule 46 of the office's Civil Service Regulations 2050, only senior employees working at the local level can be given the responsibility of Acting Chief Administrative Officer . But even though the ministry has removed Sodari, who is a junior, the head of the office has not been designated. 

The city chief of Mangalsen municipality, Padam Bahadur Bohra, said that the work of the office has come to a standstill as the ministry removed it from financial and administrative responsibilities and did not make other arrangements. in the office  Bohra said that the senior employees refused to take the responsibility of the ministry and despite informing the ministry several times, the chief administrative officer was not sent. A senior staff member than Khakendra Sodari was not ready to take on the responsibility of chief administrative officer . The ministry has made an irresponsible decision to cancel the financial and administrative responsibility of the acting head of office, and not to send employees according to the vacancy,' said Bohra, the mayor of the city, 'all the works of revenue collection and public service delivery have been stopped for a month.' He said .

According to him, the absence of a chief administrative officer has affected development, construction, administrative services and economic transactions.  Local consumers are in trouble for not getting the necessary services. "The ministry had to immediately send the staff according to the rank and again the responsibility had to be given to the old sodari." The office was not kept as a prisoner of indecision by the ministry," said Bohra, the city chief, "Common people come from far and wide to the municipality to get services, but they are forced to return when there is no work.
