Three months passed without a meeting of the Sudurpaschim Province Assembly. The meeting has not been held since the second week of October. Usually, this is the time of drafting the bill. But not only provincial assembly meetings, but also parliamentary committee meetings are not regular.
The members of the Provincial Assembly say that the division between the power partner parties has affected the speed of the Provincial Assembly and the Provincial Government. In Sudurpaschim Province Assembly, which has four parliamentary committees, three committees have been leaderless for a long time.
Public Accounts Committee, Social Development Committee and Economic Development and Natural Resources Committee are leaderless . Diwansingh of Congress is the chairman of Legislation and Provincial Affairs Committee. State MP Om Vikram Bhat said that since there is no leadership in the
committees, the committee is almost inactive. He says that there is confusion within the power partner party.
Earlier, Bir Bahadur Thapa of UML was the chairman of the Public Accounts Committee and Maya Pant of the Integrated Socialist was the chairman of the Social Development Committee and Ghanshyam Chaudhary of the Civil Liberation Party was the chairman of the Economic Development and Natural Resources Committee. After all three of them became ministers at different times, the committee became leaderless. There is a provision that the chairperson of the committee has to step down after the appointment of the MP who is the chairperson.
State parliamentarians say that the committees are in a state of leadershiplessness due to the lack of understanding between the party leading the government, the Congress and the UML. There is a joint government of three parties with civil immunity. UML is claiming the leadership of two committees . Things are not working out because of UML's statement that only one committee should be given to Congress, the largest party,'' said a provincial MP of Nepali Congress.
It is not only the share of leadership in the parliamentary committee of the provincial assembly, but also the political appointment of officials in other bodies appointed by the provincial government.
Currently, the posts of members including the Vice-Chairman are vacant in the Provincial Policy and Planning Commission . Similarly, the term of officials appointed by the province in the provincial sports council, district sports development committee, provincial youth council, provincial public service commission, four tourism sector development and management committees, provincial hospital development committee, and district hospital development committees will expire in a few months. A provincial parliamentarian said that a tug-of-war has started between the Congress and the UML to appoint officials to the vacant bodies.
This week, a meeting of the ruling Congress and UML leaders was held at the Chief Minister's residence. Under the coordination of UML Secretary and Sudurpaschim Province In-Charge, Congress Provincial Chairman Bir Bahadur Balayar, UML Provincial President Krishna Prasad Jaishi, UML Parliamentary Party Leader Rajendrasinh Rawal, Congress Provincial Deputy Chairman Lokraj Awasthi and Chief Minister Kamal Bahadur Shah decided to speed up the appointments to be made under the provincial government . But Chief Minister Shah said, "The decision has been made but nothing is certain."
