On Tuesday, a team from Bharatpur Metropolitan City held discussions with Sports Minister Bablu Gupta in Kathmandu regarding the repayment of the loan incurred by the Dhurmus Suntali Foundation while constructing a cricket stadium in Bharatpur.
According to the agreement reached between the Foundation and the Metropolitan Municipality on 16th Magh 2075, the construction of an international-level cricket stadium had begun in Rampur. The Foundation had agreed to raise financial resources and build the stadium on the land provided by the Metropolitan Municipality.
However, after the Foundation withdrew from the construction of the stadium, citing the inability to raise financial resources and the high debt, the Metropolitan Municipality has taken over the responsibility of building the stadium. Although the Foundation's debt at that time was 180 million rupees, the federal government has ensured a budget of 150 million rupees to the Metropolitan Municipality to repay the Foundation's debt. The Metropolitan Municipality has been arguing that there is no legal basis to pay the amount that came under the title of purchase of created assets.
'The Metropolitan Municipality team has come to Kathmandu to discuss the legal basis and method of payment,' said Metropolitan Mayor Renu Dahal. Mayor Dahal said that during the discussion held at the meeting, Sports Minister Gupta expressed his intention to work out the payment method through internal discussions within the ministry.
The Metropolitan Municipality team has also discussed with Chief Secretary Suman Raj Aryal. The metropolis has been of the opinion that it would be easier if the foundation directly provided the budget as a grant.
'We have said that we should hold a joint meeting of stakeholders including the Prime Minister and find a solution. They have said that we will not do that and will find a solution. That is why we are optimistic,' said Mayor Dahal.
Everyone has accepted that the foundation is in difficulty due to the lack of a legal basis and precedent for paying the loan amount, so some solution will definitely be found, she said. 'We have been questioned as to why the implementation was not done after the federal government provided us with the budget. But those who understand understand that this issue is not clear in the existing laws and regulations, so we are in difficulty. We have come with the aim of resolving this difficulty,' said Mayor Dahal.
Along with Mayor Dahal, Deputy Mayor Chitrasen Adhikari and Chief Administrative Officer Laxmi Prasad Poudel were also present at the meeting. Dahal informed that she had a detailed conversation with Sports Minister Gupta and Chief Secretary Aryal and a brief conversation with the Secretary of the Ministry of Finance.
