Necessary structures including state stadium in Karnali are ready for the 10th national sports competition to be held from 23rd to 30th of Chait. The federal government has allocated 600 million rupees for the competition. However, due to the lack of approval of the national sports competition management guidelines and expenditure standards, all necessary preparations have been stalled.
Even though the scheduled date of the competition is nearing due to guidelines and expenditure standards, tenders for the purchase of sports materials, costumes, tents, equipment and other materials have not been made. To some extent, the federal government has also established a secretariat for national sports. But due to lack of guidelines, the secretariat has also become jobless .
Vishwamitra Sanjyal, the outgoing member-secretary of the Karnali Pradesh Sports Development Council, said that the amount of 600 million allocated for the competition has not been allocated . "Neither sub-committees have been formed for budget expenditure, nor has the lump-sum budget been divided into different headings," he said, "The budget should have been sent to the Ministry of Youth and Sports in July last year, but it is still in the Ministry of Finance." The stadium, which is the main venue of the 10th National Sports Tournament, will hold 10,000 spectators, and 16 games can be played including football built according to "FIFA standards".
The stadium has been built so that 4 thousand spectators can sit and watch in VVIP and VIP parapit . Similarly, the construction of the Chisapani football ground, Kalungchok rugby ground and the cricket field of the State Rangshakha complex in Surkhet has also been completed, the council said. According to the council, preparations have been made to play some games at the Humla hockey ground and covered halls in Dailekh, Kalikot, Jumla, Rukum West and Salyan.
Minister of Social Development Ghanshyam Bhandari said that they are ready for the management of accommodation, health, security and local transport to be done by the host province. According to him, since the operational guidelines have not yet been approved, it is not clear what the federal government and the host province have to do. He said that out of 35 games to be organized in the National Games, 24 games have been prepared in Karnali. According to him, there is a facility to arrange accommodation for around 3,500 people daily in the state capital Birendranagar, while around 3,000 players can stay in other districts.
Bhojanand Rai, the head of the administration department of the National Sports Council, said that although the national sports competition guidelines were prepared and sent to the Ministry of Sports, it was not sent to the Ministry of Finance from there. "Until now, the expenditure numbers have not been approved, only after they are approved will open the way to tender for the purchase of sports materials, costumes, tents, equipment, etc. for the national competition," he said.
