The government has banned the recruitment of new employees on contract. If any body needs to hire employees on contract to fill vacant positions, the existing employees working on contract will have to be hired.
Currently, employees working on contract will be placed on a bridge and deployed as needed. It has been decided to keep employees working on contract on a bridge until further notice.
The Ministry of Land Management, Cooperatives, Federal Affairs and General Administration will keep the integrated details of employees on a bridge updated. The Cabinet meeting held on Thursday approved the proposal on the management of employees working on contract.
The proposal prepared by the Ministry of General Administration states that a contract agreement will be made for contract employees. However, employees working on contract who have received gratuity or are receiving retirement benefits from any government service will be dismissed from Shrawan 1 without continuing their service. Employees who have been rehired from government service and re-hired on contract have been laid off.
It has been said that the concerned body will employ the contract employees who have been kept on bridge posts after renewing the contract agreement and after the organization and management survey is approved. The Council of Ministers has approved a 7-point proposal for the management of contract employees. Point number 4 of it states, 'If it is necessary to employ contract employees in newly established bodies or vacant positions in any body, instead of hiring new people on contract, contract employees who are on bridge posts in various bodies will be requested through the Ministry of Land, Management, Cooperatives, Federal Affairs and General Administration and hired through contract agreements.'
According to the decision of the Council of Ministers, the Ministry will have to study and recommend options regarding the management of contract employees and the service facilities to be provided when terminating contract services. To make necessary arrangements regarding contract employees, the Ministry will study the conditions of minimum service facilities to be included in the contract agreements to be made when employing employees on contract in the coming days. Similarly, the ministry will have to study and recommend suitable alternatives within one month regarding the services and facilities to be provided to employees currently working on a contract basis if the contract cannot be terminated due to the inability to employ them in accordance with the approved positions.
