The government has sent the list of draft laws to be formulated in the upcoming fiscal year 2083/084 to the federal parliament.
Minister for Law, Justice and Parliamentary Affairs Sobita Gautam met Speaker Dol Prasad Aryal and National Assembly Chairman Narayan Dahal separately on Wednesday and handed over the draft list and agenda of laws to be formulated in the upcoming year.
According to the Legislation Act, 2081, the Ministry of Law has to send the annual legislative agenda, including the list of bills to be presented in the house in the upcoming year, to the federal parliament by mid-Ashar. Section 3 of the Act stipulates that the concerned ministry should identify the bills to be formulated in the upcoming fiscal year and send them to the Ministry of Law by the month of Jestha of each year, setting out the priority of the bills.
Similarly, based on the details received from the concerned ministry, the Ministry of Law has to discuss with the concerned ministry and determine the priority of the bills to be presented in the federal parliament and determine the annual agenda.
Accordingly, Minister Gautam has prepared a unified list of the priorities of the bills to be presented in the federal parliament and sent it to the parliament. 'As per the provision that the Ministry of Law should send the said annual work schedule to the federal parliament by mid-Ashar, discussions were held with the concerned ministries in this ministry on Ashar 24 and 25,' the ministry said. 'From the said discussions, the number of bills to be presented to the federal parliament for the fiscal year 083/084 has been fixed at 166.' This includes 97 new and 69 amending bills.
Minister Gautam said that policy reforms for facilitating service delivery are the government's priority. She said that the government has given high priority to lawmaking, recognizing the fact that policy reforms are necessary for good governance, smooth service delivery and prosperity. She said that she expects the parliament to be with the government in its goal of policy reforms.
To prepare the list of bills, Minister Gautam had called ministers and secretaries of all ministries, including the Prime Minister's Office, to the Ministry of Law for a phased discussion. 'The government has made a preparation for how many laws will be made in the coming fiscal year in accordance with the Legislation Act, and after discussing with all ministries, we have determined the priority order and submitted it to the federal parliament,' said Minister Gautam.
According to the Ministry of Law, the number of bills given first priority is 64, the number of bills given second priority is 45, and the number of bills given third priority is 57. According to the ministry, there are 15 bills from the Office of the Prime Minister and Council of Ministers, 15 from the Ministry of Finance, 4 from the Ministry of Industry, Commerce and Supplies, 4 from the Ministry of Energy, Water Resources and Irrigation, and 17 bills from the Ministry of Law, Justice and Parliamentary Affairs.
Similarly 13 bills from the Ministry of Agriculture, Forest and Environment, 11 from the Ministry of Home Affairs, 4 from the Ministry of Foreign Affairs, 16 from the Ministry of Infrastructure Development, 8 from the Ministry of Land Management, Cooperatives, Federal Affairs and General Administration, 7 from the Ministry of Women, Children, Gender and Sexual Minorities and Social Security, 5 from the Ministry of Youth, Labor and Employment, 1 from the Ministry of Defense, 4 from the Ministry of Science, Technology and Innovation, 9 from the Ministry of Education and Sports, 6 from the Ministry of Information and Communications, 11 from the Ministry of Culture, Tourism and Civil Aviation, and 16 from the Ministry of Health and Food Hygiene will be presented to Parliament in the coming fiscal year.
The Ministry has also clarified that if there is a need to draft a bill on any subject other than the above-mentioned bills, such a bill can be drafted by stating the purpose and reasons as per the provisions of Section 3(5) of the Legislation Act, 2081 and submitted to the Federal Parliament.
