Prime Minister Balendra Shah arrived at the Rashtriya Swayamsevak Sangh (RSS) general convention venue in Bharatpur, Chitwan at 3:15 pm on Sunday. President Rabi Lamichhane got down from the same vehicle. This scene caught the attention of many. Prime Minister Shah was seen at the steering wheel of the vehicle and party President Lamichhane was in the seat next to him.

When Lamichhane and Shah returned to the district where they held their first meeting after the party's registration four years ago and arrived at the designated place for the selection of policies and leadership, they were welcomed by rain. Supporters booed as soon as the two leaders were seen together. Lamichhane and Shah entered the convention venue under umbrellas.

Leaders of various parties had arrived to wish the RSSP a happy birthday at the inaugural ceremony of the first convention. They raised questions on several issues, from the views of the RSSP, the style of government, geopolitical balance, factionalism to the possible clash between the two leaders. They also suggested that the mandate obtained in the last general election be utilized properly. In response to the concerns raised by other party leaders, Rashtriya Swayamsevak Sangh (RSS) President Lamichhane and Prime Minister and senior party leader Shah clarified. Both leaders expressed their plans and policies, especially on the current constitution and democratic republic, governance system, and federalism. 

President Lamichhane clarified that Shah will remain as Prime Minister for the full five years, while Prime Minister Shah announced that there will be no party or opposition in the party. Both leaders also warned leaders and workers not to engage in factional politics within the party. 

Party President Lamichhane said that he understood that there would be attempts to defeat, overthrow, and divide them. He said that they would honestly follow every letter of the agreement they made with the Nepali people and history as witnesses. “This is not our personal matter, we will have to answer to history, the will of an individual is not a big deal,” Lamichhane said. 

When Lamichhane said that the RPP had put the ball in the feet of a senior leader before the election to implement the agreement, Prime Minister Shah laughed. "The responsibility of scoring the goal will be on the honorable Prime Minister Balendra Shah. He is continuing it. Even if the ball comes by mistake, it is my responsibility to pass it to the same foot. Because there are many people here who are flattering, there are also many who are making a mistake," he said. 

While extending his best wishes, RPP Chairman Rajendra Lingden said, "There are those who voted thinking that Balendra will bring a king," while UML leader Pradeep Gyawali extended his best wishes, saying that the people can be assured that democracy is safe in the hands of the RPP. In this context, Chairman Lamichhane said that the past documents of the RPP have not been studied carefully and that he thinks that the documents will be studied in depth in the coming days. 

Lamichhane conveyed the message that the country is safe in the hands of the Rashtriya Swayamsevak Sangh (RSS) and that he has always been in favor of the federal democratic republic. ‘I would like to say this with the top dignitaries of all the political parties present on the stage as witnesses. You can be sure that the country is in the hands of the Rashtriya Swayamsevak Sangh (RSS). The country is safe,’ he said, ‘The permanent values ​​of democracy, the values ​​of separation of powers, the federal democratic republic, civil rights, guarantees of human rights, an egalitarian society, and many other gifts are priceless gifts given to us by the previous generation and by noble leaders like you. We will safeguard them.’

Prime Minister Shah has given an answer to the controversy that arose when he spoke about the border issue in Parliament on 17 Jestha from the inauguration ceremony of the general convention. When he said in Parliament that he had talked to Britain about Kalapani, Lipulekh, and Limpiyadhura, India also reacted. 

Shah, who started his speech on Sunday by saying, "I will not speak, the day will come when I will speak," clarified that the two countries would resolve the border dispute with India together and would not seek any other mediator. "You were concerned about the border issue. When we spoke about the border issue, you objected, I was surprised. Okay, now if you have evidence, bring it, we have evidence," he said, "We have evidence of Kalapani, Lipulekh."

He said that since the evidence dates back to the British rule, if it has to be brought, we will bring it. "We did not want to have the British as a mediator. We will settle it ourselves by talking to our neighbors," he said, "We have evidence, we will bring it. That has been said, there is no need to doubt it." Prime Minister Shah also urged people not to doubt his nationality. 

He said that concerns are being raised about what the Rashtriya Swayamsevak Sangh (RSS) thinks is 'left', 'right' and 'center', and said that his party is a developmentalist party. ‘We are a party that works, that moves forward,’ he said, ‘We are not a party that seeks revenge, that we are not looking for excuses for old things. Even if we have to look for excuses, it will be only if there has been exploitation of government property in the past, misuse of government funds.’ Shah said that he may have to interrogate and consult with the Commission for the Investigation of Abuse of Authority for 5 hours, adding, ‘We will not only do it for five hours, but also for five years. We will sit and consult with the Authority for five years. There is no need to worry about that.’ He also said that they will not violate the rules and laws. 

Questions have been raised about the fact that the Authority officials were summoned to the Office of the Prime Minister and Council of Ministers last Monday and questioned for not investigating the passport purchase case. Since the day the Authority officials were discussed at the Prime Minister’s Office regarding the passport purchase case, employees of the Passport Department had started being arrested. 

Prime Minister Shah said that he may appear a little unruly when viewed on social media and the media, ‘But, that is only what is seen. Everything is under control. Nothing has gone out of control. There is no need to worry about anything.'

UML leader Pradeep Gyawali, who spoke a while ago, had suggested restraint in the decision-making process, saying that if there is not a proper balance between 'accelerator' and 'brake', accidents will occur. Shah said that such concerns would only occur on 'local' roads, and said, 'Our vehicle is moving on the expressway. It brakes only after reaching the destination. It is not necessary to brake before reaching the destination. And, our vehicle is not uncontrolled. The environment has also been harmonious.'

RSP central member Ganesh Karki says that Lamichhane and Shah have given a clear message on two issues when they came to Bharatpur. 'Despite various kinds of criticisms outside, the chairman and senior leaders have given a clear message that we are in the same place,' he told Kantipur, 'There is no impact on the relationship and we will remain in the same place.' 

Although past documents and the decision of the Jaleshwor meeting have provided clarity regarding the party's views, Karki says that the statements of the two leaders have also served to undermine the suspicions that have been growing in the society. 'We have been clear about our views from the beginning, and both leaders have told everyone to be confident in issues including democracy since the general convention,' he said.

New generation political analyst Navin Tiwari says that Rashtriya Swayamsevak Sangh (RSS) President Lamichhane has balanced views and should be praised for his statement that he will correct past weaknesses. 'In the case of Prime Minister Shah, his statement about the Commission for the Investigation of Abuse of Authority (CIAA) does not seem to carry the principle and essence of separation of powers,' he told Kantipur. 'When other leaders made suggestions with critical comments, some things could be accepted, while some statements were in the form of saying that whatever I am, I am right.'
