The House of Representatives' meeting on Friday unanimously approved the proposal to consider the 'Appropriation Bill, 2083'. Earlier, Finance Minister Swarnim Wagle had submitted a proposal to consider the 'Appropriation Bill, 2083'.

In response to the queries of the lawmakers, Finance Minister Wagle said that many issues related to appropriation would be clarified during the ministerial-level discussions. He clarified that although the budget prioritized the expansion of the middle class, it did not leave out the poor and vulnerable classes. Participating in the discussion on the proposal, MP Vasana Thapa expressed the view that a significant amount of budget should be allocated to education and health, but this has not been done.

MP Renuka Kaucha complained that the government has not paid any attention to removing the burden of long-term debt in the budget. He emphasized the need to focus on energy, agriculture, and tourism infrastructure development and create an environment for investment in these sectors. MP Gopal Sharma commented that there is no balance between current expenditure and capital expenditure in the appropriation bill, that the reason for the inability to make capital expenditure has not been investigated, and that the grant to the local level has decreased. 

MP Narendra Kumar Kerung demanded that additional resources be allocated to make the health insurance program effective.  He opined that employees should be made efficient to make the tax system easier.  MP Pushparaj Kandel said that an adequate budget should be allocated to complete projects of national pride quickly.  Arguing that the budget for education, health, and agriculture has not increased, he said that the Budhigandaki Hydropower Project should be taken forward effectively. 

MP Krishnahari Budhathoki opined that infrastructure development work should be made more effective by utilizing limited resources.  He said that an environment should be created where development and construction can be carried out all year round. 

MP Parbati BK complained that the earthquake victims of Jajarkot have not received relief so far and demanded that sufficient budget be provided. MP Rajendra Kumar Rai argued that the appropriation bill has not provided clear guidance and priorities have not been determined.

MP Ganesh BK said that there is no unity in the appropriation bill and said that economic and social justice should be provided to the Dalit community. MP Aren Rai questioned the lack of budget for the Adivasi Janajati Utthan Pratishthan. MP Guru Prasad Baral said that the budget should be managed to cultivate barren land and improve the irrigation system. Stating that the budget has not paid attention to the poor and vulnerable classes, he felt that it is not in the interest of the middle class as a whole.

Shajida Khatun Siddiqui said that additional programs are needed to improve Madrasa education. MP Yashoda Kumari Baral complained that the budget could not be allocated in a way that would enable the geographically remote Karnali province to move forward easily and simply. MP Harkaraj Rai expressed the view that an economic policy should be formulated to make the province self-reliant. He argued that there should be a radical reform in the education policy and that attention should be paid to the system of teaching the poor to eat, and that foreign debt should be gradually reduced. MP Khushbu Oli said that doubts have been raised when the executive has the right to change the budget passed by the parliament. MPs Pavitra BK, Harinadevi Kami, Gangalakshmi Awal and others expressed their views on various titles of the appropriation bill.
