The State Affairs and Good Governance Committee under the House of Representatives has decided to form various subcommittees and conduct on-site monitoring to make the committee's work more effective. 

The meeting held on Thursday extended the deadline for the draft committee to formulate the meeting procedure and proposed subcommittees to monitor the functioning of various ministries. According to committee chairman Hari Dhakal, the meeting proposed seven-member subcommittees to monitor the ministries and agencies under the committee's purview and study complaints. Accordingly, Shraddha Kunwar Chhetri has been proposed as the coordinator of the complaint study subcommittee.

Amaresh Kumar Singh (coordinator) has been proposed for the Prime Minister and Council of Ministers and Defense subcommittee, Deepak Raj Bohara (coordinator) for the Home subcommittee, Kamal Subedi (coordinator) for the Land Management, Cooperatives and Federal Affairs subcommittee, and Surendra Chaudhary (coordinator) for the Constitutional Commission subcommittee. Chairman Dhakal has urged political parties to provide the names of the remaining members to ensure proportional representation of all parties in these subcommittees. 

Although the committee was initially given a week to draft the meeting procedure of the committee, the period has been extended to 15 days due to the busy schedule of the members and the general convention. The chairman informed that the time has been extended to prepare a mature and systematic procedure. 

Amid the pressure of the end of the fiscal year and the budget session, the committee has decided to conduct on-site monitoring of the bodies within its jurisdiction. In particular, a team will be deployed to study the condition of the regional offices of the Commission for the Investigation of Abuse of Authority and prisons in various districts. 

Prisons of Dhanusha, Jhumka (Sunsari), Banke, Bardiya, Kailali and Bhimphedi (Makawanpur) and the authority offices of the concerned areas have been selected for monitoring. The chairman has been given the responsibility of forming a 7-member team with a maximum of 5 committee members and 2 staff in each monitoring team. 

During the discussion, some members expressed the view that while selecting the leadership of the subcommittees, a balance should be struck between the ruling and opposition parties and that the committee should also pay attention to contemporary issues related to the Ministry of Finance to maintain good governance. In response, chairman Dhakal mentioned that his attention has been drawn to the issues raised and that discussions are also underway in the relevant committee on issues related to the Ministry of Finance.
