The single government of the National Independent Party has taken political stability, policy clarity and transformative reforms as a historic opportunity in its 100-point policy and program.
It has a policy to move forward in good governance and economic growth through digitization. President Ram Chandra Poudel, while presenting the policy and program in a joint meeting of parliament on Monday, emphasized economic growth along with political stability.
‘The formation of a government led by a single political party with a clear majority in the House of Representatives after the election is a historic opportunity for political stability, policy clarity and transformative reforms for the country.’ The policy and program states, ‘The government will adopt good governance as the foundation of a prosperous Nepal and pursue zero tolerance against corruption, improvement in public service delivery, economic revival and social progress as a campaign.’
The government aims to ensure belonging for all by amending the constitution. ‘To ensure equal ownership of all classes, regions and communities, a constitution amendment debate paper will be prepared by identifying common issues for constitutional amendment based on dialogue and collaboration with political parties,’ the policy states, ‘The 100 agendas of governance reforms put forward by the government will be continued by ensuring full implementation.’
The main emphasis in the policies and programs put forward by the government is on political and governance reforms. Zero tolerance against corruption, improvement in public service delivery and 100 agendas of governance reforms will be fully implemented, Economic goals and reforms: A new phase of economic reforms will be launched with the goal of achieving an average economic growth rate of 7 percent in the coming decade.
Legal reforms will be made to reduce production costs and attract foreign investment, Digitalization and tax reforms: The policy and program states that all economic transactions will be linked to a digital platform and a cashless and revenue leakage-free economy will be made.
The program states that an integrated savers’ protection fund will be established to return the money of savers of troubled cooperatives. The government has a policy to develop Nepal as a 'tech hub' by declaring the information technology sector a national strategic industry, and to promote software and AI service exports.
Similarly, the program states that the coming decade (2083-2093) will be declared a decade of employment promotion, and education up to the secondary level will be made free and of high quality. Emphasis has been placed on educational reform by expanding high-speed internet and AI learning systems in schools.
The government has adopted a zero-tolerance policy on corruption. Which was also adopted by the previous government. 'The government will adopt a zero-tolerance policy against corruption, taking good governance as the cornerstone of a prosperous Nepal,' the policy and program states, 'Government Reform Agenda: Full implementation of the 100 governance reform agendas put forward by the government will be ensured.'
The program states that the government will pursue improvements and efficiency in public service delivery as its main campaign, and that all economic transactions will be linked to a digital platform to develop a cashless, transparent and revenue leakage-free economy.
Policies such as classifying and merging public institutions to make public expenditure result-oriented, collaborating with the private sector or disinvesting will be implemented, and a risk-based regulation and prosecution system will be implemented in full compliance with international standards on the prevention of money laundering.
Similarly, The government's policy states that the land administration service will be expanded to all local levels in a phased manner by integrating the survey and land revenue services.
