Some leaders from the Deuba faction have even started preparing for a parallel general convention.
The Central Working Committee meeting held on 11 Chaitra 2082 had decided to hold the 15th General Convention from 16-19 Asoj. Based on that, the active membership update campaign has been started 3 weeks ago. This campaign, named 'Jara Abhiyan', is being run across the country under the leadership of General Secretary Pradeep Poudel. The work of updating old active members through a digital system is being done in each district.
The Deuba and Koirala factions, who are opposed to the special general convention, are not participating in this campaign. Deuba and his wife Arju Rana Deuba, who went to Singapore before the 21 Falgun elections, have not yet returned home. During this period, the Deuba group has been led by the then acting president Purna Bahadur Khadka.
Even after the court's decision, some top leaders of other parties are not ready to accept the special general convention held at Bhrikutimandap on 27-30 Poush 2082 and the Gagan Thapa-led working committee elected from it. On 4 Baisakh 2083, the Supreme Court upheld the Election Commission's decision to recognize the Gagan Thapa-led working committee.
Congress leader Bimalendra Nidhi has said that it is not possible to accept the Thapa-led working committee in the current situation. He informed that the group supporting the 14th general convention is preparing for a separate general convention.
Meanwhile, President Thapa has increased his activity to unite the Khadka and Koirala groups of other parties. Thapa and Vice President Bishwaprakash Sharma met Khadka on Wednesday. Thapa had met Khadka at his residence before that. Thapa also had a discussion with leader Koirala on Tuesday.
However, Congress leader Prakash Sharan Mahat says that even after these meetings, an atmosphere of unity has not been created. According to him, the 15th General Convention is the only way to achieve unity. The other party fears that the working committee formed from the special general convention will not be able to hold the general convention impartially.
‘An impartial mechanism is needed to hold the 15th General Convention. We can discuss what its modalities will be. We can discuss whether to convert the current central working committee into an organizing committee or form a separate mechanism. In addition to the main organizing committee, participation and agreement of both parties are required in the election, discipline and active membership investigation committee,’ Mahat said.
The establishment party, however, does not agree with the proposal to dissolve the current working committee and form an organizing committee. He argues that the dissatisfied group can be included through the position that the president can nominate.
General Secretary Poudel said that the nomination will be given to groups outside the working committee by giving maximum share. Before the special general convention, the president was allowed to nominate 34 members. After the special general convention, that number has been increased to 61. 'There was a delay in nominating so that everyone can agree,' he said, 'Now nominations will be made in a way that everyone can agree.'
However, leader Nidhi says that unity is not possible through nomination. According to him, there are 3 conditions for unity - merging the central committee from the special general convention and the working committee formed from the 14th general convention, forming a general convention organizing committee with the agreement of the two committees, and stopping the membership renewal campaign. 'Our desire is that unity should be achieved. However, since we have not yet seen any hope of unity through behavior and activities, we are preparing for a separate general convention.'
The Koirala faction is not in favor of a parallel general convention. After the court's decision, the opinion that the Thapa-led working committee should be accepted and moved forward is strong.
A large group within the Deuba faction is also in favor of accepting President Thapa and moving forward with unity. However, some former office bearers including Bimalendra Nidhi, Prakash Man Singh, Krishna Prasad Sitaula are in favor of a parallel general convention. This group is particularly suspicious of the active membership renewal campaign. It has been demanded to stop the unilateral renewal of membership.
The Thapa-led working committee has started updating the memberships that were renewed before the 21 Falgun elections through the renewal campaign.
Nidhi said that it is questionable to renew the membership again when about 600,000 members have been renewed during Thapa's tenure as General Secretary.
General Secretary Poudel says that the renewal is necessary to take the party to a digital system. 'After the Gen-G movement, the medium of politics has changed. The place of processions, posters, and public meetings has been taken by digital means. The party's campaigns that were carried out yesterday have now to be converted to digital means,' says Poudel. 'For this, an attempt has been made to update the membership by converting it digitally.' Some leaders are deliberately opposing this.'
He also said that flexibility has been adopted in membership renewal. 'No one's membership will be taken away. Anyone who wants to renew can update it. We have requested the old and top leaders to update it,' he added.
There were 866,000 active members in the 14th General Convention. Only 550,000 renewed for the 15th General Convention. Details of some districts, including Madhesh Pradesh, have not yet reached the center. It is estimated that the number of members will decrease further after less than a dozen constituencies voted in the 21 Falgun elections.
