CPN-UML Chairman KP Sharma Oli is not fully recovered after undergoing a stone surgery. As he is not fully recovered, UML's political activities have come to a standstill.  

He was discharged on Baisakh 4 after a stone surgery and is resting at his residence in Gundu, Bhaktapur. As the surgical wound has not fully healed, he has also stopped political meetings.

After being arrested on Chaitra 4 on charges of misappropriation of funds for the human losses caused by the Gen-G movement, he handed over the responsibility of the acting chairman to Vice Chairman Ram Bahadur Thapa. The meeting held under Thapa's chairmanship had elected the leader of the parliamentary party. Thapa himself was unopposed as the party leader. He has already appointed Ain Bahadur Mahar as the chief whip and Nita Ghatani as the whip.

The Central Committee should review the election and intensify the party program. As the surgical wound was infected, other meetings have been stopped except for the most urgent ones. His secretariat has stated that it will take a few more days for him to fully recover. 

Oli's personal secretary Rajesh Bajracharya said that the intensive political meetings have been stopped as Oli's surgical wound has not fully healed. 'Since the Chairman's surgical wound will take some time to heal completely, political meetings have been stopped except for the most urgent ones,' he said, 'The Chairman will probably be active after he recovers.' 

Oli's personal doctor Dr. Divya Singh has said that Oli's overall health is fine. 'The former Prime Minister's health is fine,' she said, 'I have not been called from there. That is why he is resting.' She informed that the surgeon is monitoring the condition of the surgical wound.

UML activities halted due to Oli's ill health The Central Secretariat meeting was held only twice under the chairmanship of Acting Chairman Thapa. A meeting was held under the chairmanship of Thapa to select the party's parliamentary party leader and announce the agitation program regarding Oli's arrest. After that, the meeting of the UML office bearers and the central committee has not been held.

Although there was a demand to convene the secretariat and central committee within the UML, it was not called citing Oli's health reasons. After the 11th general convention of the UML in the first week of December, the leaders are without responsibility. Leaders have become lazy because they are not given responsibilities. Geography (provinces and districts), 32 departments (organization, foreign affairs, finance, law, education, publicity, etc.) are vacant. After the election, 301 central members of the UML have not received concrete responsibilities.

After the election, Vice President Thapa has been given the responsibility of parliamentary party leader, MP Ain Mahar has been given the responsibility of chief whip and Nita Ghatani has been given the responsibility of whip. After the UML-led government was displaced in an alliance with the Congress due to the strength of the Gen-G movement, the central committee meeting was held in the last week of September.

For the first time after the Gen-G movement, the central committee meeting held at a party palace in Lalitpur had opposed the dissolution of the House of Representatives, calling it unconstitutional. That meeting had concluded that there was a conspiracy behind the Gen-G movement and the destruction of Bhadra 24. After that, the UML had made the internal decision on the election.

The first central committee meeting held on Poush 23 after the 11th general convention had made an election-focused division of labor. The election was launched under the leadership of Vice President Ram Bahadur Thapa. After the House of Representatives election was reduced to a small size (25 seats), there has been a demand in the UML for a reorganization of policy and leadership. 

An official said that the entire party was like a 'hostage' when Chairman Oli was ill. 'UML is a party that believes in collective leadership. But when one chairman is ill, the entire party is like a hostage,' said an official of the UML, 'Neither the leaders have responsibility, nor are there party activities. The organization is in disarray.’

The chairman’s health is improving. After he fully recovers, the secretariat and the central committee will decide the program. Internal party organization work is being done. After the formation of the standing and politburo committees, leaders are given the responsibility of in-charge of the organization, geography and mass organization according to the same level. The central office bearer meeting held before the Falgun elections had selected candidates for the House of Representatives and the National Assembly. 

UML Secretary Bhanubhakta Dhakal said that after Chairman Oli recovers, the central secretariat and other parties will meet to decide the party program. ‘The chairman’s health is improving. After he fully recovers, the secretariat and the central committee will decide the program,’ he said, ‘Internally, party organization work is being done. Party work has not come to a standstill.’

UML, the third largest party in parliament, had staged a protest in Kathmandu and some other districts for a few days after Oli was arrested. After his release on the orders of the Supreme Court on Chaitra 26, UML’s activities have slowed down even more. Leaders and cadres are waiting for Oli to recover. 

Central members Sameek Badal and Naresh Rokaya, who have started a revival campaign for policy and leadership reorganization, said that the party’s programs could not move forward due to the delay in holding the central committee. ‘The central committee should review the elections and intensify the party program,’ said Badal. ‘It has been said that the central committee could not hold the meeting due to the chairman’s illness.’

General Secretary Shankar Pokharel has been issuing an internal party directive (APANI) for the party’s internal work. The last time UML issued an APANI to renew party membership by Jestha 15. The APANI mentions renewing membership online by Jestha 15.

Former President Bidya Bhandari, former vice-chairmen Ishwor Pokharel, Surendra Pandey, vice-chairmen Bishnu Poudel, Gokarna Bista, Deputy General Secretary Yogesh Bhattarai, central members Binda Pandey, Rachana Khadka and other leaders have stood in favor of party reorganization.

Chairman Oli, on the other hand, has raised questions about the leadership when the party was in crisis, and a close leader informed that he has become tough on leaders seeking alternatives to leadership reorganization.
