Thematic committees of the federal parliament are set to get leadership. The selection of chairmen of 12 parliamentary committees, including 10 thematic committees of the House of Representatives, the National Assembly and 2 joint committees of the House of Representatives, is set to take place on Friday. Nominations were filed for the chairmen of the 12 committees on Thursday. Some disagreements have been seen in the Rashtriya Swayamsevak Sangh (RSS), the largest party in the House of Representatives, while filing nominations. Since the opposition parties have also filed their candidacies, elections are likely to be held in some committees.

The Rashtriya Swayamsevak Sanskari has nominated MP Bodh Narayan Shrestha for the post of chairman of the Parliamentary Hearing Committee, which will have 12 members from the House of Representatives and 3 members from the National Assembly, while Ganesh Karki has been nominated for the post of chairman of the State Directive Principles, Policies and Responsibilities Implementation, Monitoring and Evaluation Committee.

The sole candidate for the post of chairman of the Public Accounts Committee of the House of Representatives is Bharat Bahadur Khadka of the Nepali Congress. The decision to give the chairmanship of the Public Accounts Committee to the main opposition party was made by the RSP through a parliamentary party meeting. Regarding the reason behind the decision to give the chairmanship of the Public Accounts Committee to the main opposition party, RSP President Ravi Lamichhane said, "Sometimes, one should look at the spirit of the constitution, not the letter. The spirit of the constitution is that the chairmanship of the Public Accounts Committee is the right of the main opposition party." 

According to President Lamichhane's secretariat, the decision to give the chairmanship of the Public Accounts Committee to the Congress was based on the spirit of the constitution without consulting the main opposition party. President Lamichhane said that he believes that such actions will ensure that the parliament runs in a dignified manner. "Parliament runs in a dignified manner, it formulates necessary laws, amends them, and works very actively," he said, adding, "Our expectation and goal is that the parliament will move forward in a prudent manner."

The opposition parties have registered their candidacies for the chairmen of two committees besides the Public Accounts Committee. UML's Guru Prasad Baral has filed his candidacy for the chairmanship of the Education, Health and Information Technology Committee, while NCP's Madan Kumari Shah (Garima) has filed his candidacy for the chairmanship of the State Directive Principles, Policies and Responsibilities Implementation, Monitoring and Evaluation (Joint) Committee.

‘I was informed that I would be given the chairmanship of a committee, after that information was given, I told my friends who wanted it not to worry about me, they should give it to their friends,’ Jha, who is in Janakpur, said over the phone, ‘I will work in the party’s position and organization for which I am responsible. I will play a role in the upcoming local level and provincial assembly elections, I have given others a chance to be the chairman.’ 

There were preparations to transfer Jha from the Public Accounts Committee to the Industry Committee to give him the responsibility of the committee chairman. After he showed reluctance, Rahbar Ansari, who was decided to be the chairman of the Education Committee, was transferred to the Industry Committee and made the chairman. 

Spokesperson of the Federal Parliament Secretariat Ekram Giri said that the decision was made to change the committee of the MPs by exercising the power to remove obstacles as per the rules of the House of Representatives. ‘The House of Representatives Rules have given the Speaker the authority to remove obstacles, and after removing obstacles as per the provisions of the rules, the information mentioned in the notice has been published,’ Giri said, ‘The authority to remove obstacles was used after it became difficult.’

The NCP has criticized Speaker DP Aryal for changing the members of the parliamentary committee after publishing the election schedule. NCP Chief Whip Yubaraj Dulal raised questions about the time the Speaker decided to move Ansari, who is in the Education Committee, to the Industry Committee. ‘The election schedule was made public on Wednesday, the Speaker said that the election of the chairman will be held on Friday, the day the parliament ends, on Thursday when Rahbar Ansari took the nomination paper for the chairman of the Industry Committee, but the staff returned it saying that a person who is not a committee member cannot be the chairman, after which the committee members were changed,’ Dulal said, ‘The Speaker has special authority and cannot change the voters after the election has started, the Speaker should have looked into this matter. He should have consulted with legal counsel and staff. The right to remove obstacles is not unlimited, it is within the rules and practices. Similarly, rules are violated, first in small matters, then in big ones too.' 

Similarly, the Rashtriya Swayamsevak Sangh (RSS) has selected parliamentary party office bearers. The RSSPS parliamentary party meeting has selected Ganesh Parajuli as the deputy leader of the party. Party President Lamichhane informed that Parajuli is the deputy leader of the parliamentary party. The leader of the RSSPS parliamentary party is Balendra Shah. Kavindra Burlakoti has been given the responsibility of the RSSPS chief whip, while two people, Prakash Chandra Pariyar and Krantishikha Dhital, have been selected as whips.
