The Congress's unity efforts have been further delayed after former President Sher Bahadur Deuba's faction failed to stop parallel activities. The establishment faction has become angry after Deuba faction leader Purna Bahadur Khadka started continuing his activities as the acting president using the party's 'letterhead'.
A meeting of the Central Disciplinary Committee led by Taraman Gurung has been called on Wednesday to make Khadka's activities a matter of action. Leader Shekhar Koirala and the Deuba faction have also started criticizing Khadka's parallel activities.
Leader Koirala, who had distanced himself from the parallel activities called by Khadka after the gathering on 24 and 25 Chaitra, had meanwhile been working for party unity. Koirala was promoting dialogue through leaders of the Deuba faction, leader Minendra Rijal, and former joint general secretaries of the establishment faction, Badri Pandey and Jeevan Pariyar. While efforts are being made to unite both sides, the establishment side has stepped up to the level of taking action against Khadka after Khadka issued a statement using the 'party letterhead' as the acting president, and the Koirala side is also dissatisfied with it.
An informal meeting of party office-bearers held on Tuesday morning in the presence of party president Gagan Thapa concluded that the mistake was repeated even after warnings not to repeat it earlier and that an explanation should be sought in the first phase. On April 24, the disciplinary committee meeting had warned Khadka not to repeat the mistake in the future. 'The disciplinary committee is in the know about what action to take, what to do, the committee will definitely discuss the matter and come to a decision,' said General Secretary Gururaj Ghimire.
President Thapa has made a statement targeting Khadka, saying that the parallel activities taking place outside the party office cannot be tolerated anymore. The establishment side has been saying that until the decision of the pending case is given in the court, everyone should accept the decision of the Election Commission and go to the general convention.
‘There is a limit to unauthorized activities, going beyond the limit is not something that can be tolerated’ President Thapa, who launched the ‘Jara Abhiyan’ by updating his own membership on Tuesday, said, ‘My responsibility and humility to bring the party together should not be considered a weakness. The work that was supposed to be done yesterday was not done at the right time, so I have to pay a big price now, I will not let such a mistake be repeated.’
Khadka had issued a statement on Monday opposing the ‘Jara Abhiyan’ to update active membership. The Congress has started a month-long campaign from the first day of the new year to update membership, review elections and engage in social campaigns for organizational reform, targeting the party’s central general convention to be held on Asoj 16-19. Which has been named ‘Jara Abhiyan’. Central representatives have been sent to 165 constituencies in 77 districts for the campaign.

Khadka has expressed objection to the work of updating again when the work of renewing and distributing new active memberships from most districts has already been completed in most districts.
The central working committee led by Thapa, which came from the special general convention, has revised the previous schedule and brought a schedule for the central general convention from October 16-19. After the vote count in about a dozen and a half constituencies during the February 21 election was less than the number of active memberships, the Congress started a campaign saying that membership should be purified.
Thapa said that no one should panic because everyone who renews and wants to get new membership will get membership. From this time on, arrangements have been made to give 'digital ID' to all those who renew and get new members. For that, a rule has been made to go to the concerned ward and update it.
General Secretary Ghimire said that the elderly, the sick, and some senior party leaders will be facilitated to update their membership even from their place of residence, considering the practical aspects. ‘Those who do not update voluntarily, their names will be in the record, and those who want to do so will not be stopped,’ he said, ‘We are trying to check how many members are in the Congress through legal channels, not secretly, but openly. It was not done on personal whims and impulses.’
After the Deuba side opposed the campaign to organize membership, Thapa urged those who can to cooperate and those who cannot to not obstruct. ‘I will have to run and take the party’s work forward, the convention will have to be concluded. The party will have to handle the issues across the country through the convention. The party will have to be prepared for new elections. The Koirala faction has stopped participating in Khadka's parallel activities. Koirala has been taking the initiative for party unity. Earlier, the Koirala faction was also in the Deuba group. 'The Shekhar faction will not participate in any parallel activities in the capacity of acting president,' said former joint general secretary Pariyar.
Leader Shyam Ghimire, who is in the Deuba faction, said that both sides should be flexible for party unity. Ghimire said that there is no option to accept Thapa as the president as per the recognition given by the Election Commission until the Supreme Court gives its verdict. He said that unity of the three groups within the party, Deuba, Shekhar and the establishment faction, is necessary. 'There is no option to unite the party and take it to the general convention, otherwise the party will suffer even greater losses,' he said. Ghimire said that it is not good to increase divisions within the party by conducting parallel activities.
