The session of the Federal Parliament is scheduled to begin on Thursday. President Ram Chandra Poudel has called for a session of both houses of the Federal Parliament as recommended by the Council of Ministers on Monday. This is the first session of the Parliament since the House of Representatives was formed in the elections on Falgun 21.

The final results of the election of members of the House of Representatives held on Falgun 21 were announced on Chaitra 5. Senior leader of the Rashtriya Swayamsevak Sangh (RSS) Balendra Shah was appointed Prime Minister on Chaitra 13. A 15-member Council of Ministers was formed on the same day. The second meeting of the Council of Ministers on Monday recommended to the President to convene a session of the Federal Parliament.

The election of the Speaker and Deputy Speaker will be held in the House of Representatives in the upcoming session. Article 91 of the Constitution provides that ‘the members of the House of Representatives shall elect the Speaker and Deputy Speaker from among themselves within 15 days from the date of commencement of the first meeting of the House of Representatives.’

There is a constitutional provision that one of the Speaker and Deputy Speaker of the House of Representatives should be a woman and should belong to different parties. The Constitution states, ‘However, in cases where more than one party is not represented in the House of Representatives or where there is representation but no candidacy is filed, there shall be no obstacle to a member of the same party becoming the Speaker and Deputy Speaker of the House of Representatives.’

It is certain that the Rashtriya Swayamsevak Sangh (RSS) will get the Speaker of the House of Representatives. However, the party has not yet decided who will be the Speaker. According to the RSSS leaders, the possible candidate for the Speaker is Deputy Speaker and former Minister DP Aryal. They say that the decision will be made only after the parliament meets and the election process for the Speaker progresses.

There are 182 MPs from the RSP in the 275-member House of Representatives. There are 38 MPs from the Congress, 25 from the UML, 17 from the NCP, 7 from the Shram Sanskriti Party and 5 from the RPP. Mahavir Pun is the only independent MP in the House of Representatives. He was supported by the RSP in Myagdi.

Along with the election of the Speaker, the first session of the House of Representatives will be held to formulate new regulations or amend the 2079 House of Representatives regulations. Similarly, government and parliamentary officials have informed that a parliamentary hearing committee may be formed. Article 292 (1) of the Constitution provides for a parliamentary hearing in accordance with federal law before the appointment of the Chief Justice, Supreme Court judges, members of the Judicial Council, heads or officials of constitutional bodies and ambassadors.

There is a provision to form a 15-member parliamentary hearing committee consisting of members from both houses of the federal parliament. Currently, 3 MPs have already been sent from the National Assembly as members of the parliamentary hearing committee. These include Jag Prasad Sharma of the NCP, Ananda Prasad Dhungana of the Congress, and Anjan Shakya nominated by the President. 12 people will have to be represented from the House of Representatives.

Minister for Law, Justice and Parliamentary Affairs Sobita Gautam has informed that there is a possibility of presenting the bill in the first session of the parliament. ‘We are also on the verge of the budget session.’ There is still a discussion on whether the government will take the bill in this session. In the first session, the rules will be initially formulated, and the election of the Speaker and Deputy Speaker will be held,’ she said. ‘In addition to these, the ministries are in a state of preparation if the parliament needs to be given additional business.’ The parliament will be given sufficient business based on priorities and needs.'

The first meeting of the Council of Ministers held on Chaitra 13 mentioned that some laws will be made in the 100 agenda related to governance reforms approved on Chaitra 13, 2082. The government is also likely to bring a bill for that.

Federal Parliament Secretariat Spokesperson Ekram Giri informed that preparations are underway for the parliament session. He said that a notice has been issued to the lawmakers to come to Kathmandu as soon as the session was called. He said that there is a possibility that representatives of political parties will address the first session of the parliament session after the election. For that, preparations are being made to call an all-party meeting under the chairmanship of senior member Arjun Narsingh KC, who is conducting the work in the capacity of Speaker.

Joint Secretary Giri informed that the ordinances issued by the government between the previous parliament and this parliament will also be presented in the first session of the House of Representatives. 'There is a constitutional provision for the President to address the first session of the federal parliament after the election, that will also happen,' he said. The government has not made any decision on whether to extend the first session until 15th Jestha and present the budget for the next fiscal year during this period or to conclude the session in a short time by electing the Speaker and Deputy Speaker.
