Earlier, Tribhuvan International Airport officials had informed that Balen was preparing to go to Jhapa via a charter flight after voting in Kathmandu. Since there were no regular flights from Kathmandu to Jhapa that day, the trip was arranged through a charter flight. There were 5 passengers including Balen in it.
