Coordinator Dahal said that the NCP has been fighting for the Dalit community to have special rights at all levels of the state. 'The rights of Dalits have been enshrined in the Constitution of Nepal issued by the Constituent Assembly. That is still not enough, we have to get special rights,' said former Prime Minister Dahal. 'The government led by me had decided to form the authority, I had also allocated a budget for its implementation, but the government formed later did not take it forward.'
