Balendra Shah (Balen), a senior leader of the National Independent Party (NISP), who has become a candidate for the House of Representatives from Jhapa-5, has made his election manifesto public on Monday.

In the pledge, he has made 9 main commitments. He claims to take the lead in implementing the 'Sentence-Making Resolution'. Similarly, he has said that he will ensure the necessary laws, budgets and effective implementation to practically provide basic needs such as food, housing, health, education, drinking water, employment, social security and a clean environment to all citizens as guaranteed by the Constitution of Nepal.

It is said that he will not make any compromise against the national interest, and will play an effective role in making public services efficient. Along with development, he will pay special attention to nature conservation, establish a well-organized parliament secretariat in Jhapa Constituency No. 5 to address local concerns, and make politics a service, not a profession.

His pledge claims that he will convert the trust of citizens expressed in votes into action and that politics will be based on service, honesty and results.

He has made public various plans in the constituency-centered education, infrastructure, agriculture and employment, women and children, tourism and industry, sports, health, land management, environment, good governance and art and culture.
