Democratic practice began in the country with the first general election held in 2015 BS after the end of the Rana regime. In that election, the Nepali Congress won 74 out of 109 seats.

At that time, the then district vice-president of Congress, Hari Kumar Rai, was reduced to third place from Dhankuta-1. Rastriya Prajatantra Party came second. UML's Chemjong was victorious for the second time. Congress's Manohar Narayan Shrestha was defeated by RPP leader Surya Bahadur Thapa from Dhankuta 2.

Nagendra Rai, former president of the Dhankuta branch of the Federation of Nepali Journalists, said that even after that, the Congress's losing streak could not be broken. In the 2056 elections, Congress also faced only disappointment. UML won in Dhankuta 1 and RPP's Thapa from Dhankuta 2. Congress candidates Hari Kumar Rai and Arjun Thapa were defeated.

After the then CPN-Maoist entered the peace process, the Congress was further lagging behind in the first Constituent Assembly election held in 2064. The then Maoist candidates won from both constituencies in Dhankuta. The then Maoist Hemraj Bhandari and Hariraj Khewa were elected as Constituent Assembly members from Dhankuta 1 and 2, respectively.

In the second Constituent Assembly member election in 2070, there was a contest between Ajit Narayan Singh Thapa from the Congress and Tikaram Chemjong of the UML in Dhankuta 1. UML candidate Chemjong won in that election. Sunil Bahadur Thapa of the RPP won from Dhankuta 2.

In the 2074 BS House of Representatives election, Sunil Bahadur Thapa of the RPP became a candidate with the support of democratic parties including the Congress, but Rajendra Kumar Raisag of the UML was defeated. The Congress candidate also suffered defeat in the provincial assembly elections. In the 2079 House of Representatives elections, there was a competition between UML's Rajendra Kumar Rai and Thapa, who had left the RPP and joined the Congress. That time too, Congress's Thapa was defeated. UML's Rai won for the second time.

Leela Subba became a proportional representation MP from the Congress, which has not won a direct election since 2015, in 2064. In 2070, Congress leaders Manohar Narayan Shrestha and Anjana Tamli were elected proportional representation MPs. In 2074, Leela Subba became a proportional representation MP from Koshi Province. Acting District President Ojha informed that in 2079, the Congress made Indira Thapa a proportional representation MP.
