Ujjaya Nepal and the Progressive Democratic Party have made their manifestos public on Sunday. The election commitment letter made public by Ujjaya Nepal Party (UNEPA) Chairman Kulman Ghising states that the number of MPs will be reduced and the Chief Minister will be directly elected.
Similarly, UNEPA has mentioned that it will make arrangements for inter-district and foreign voting and make local elections non-partisan. ‘To accelerate development and develop culture by establishing a common consensus rather than party interests, local elections will be made non-partisan so that only independent candidates compete,’ the commitment letter says. ‘A provision will be made for voters to choose the option of none on the ballot paper to register their opposition vote.’
UNEPA has committed to abolishing partisan trade unions. ‘A provision will be made for abolishing trade unions that have opened as fraternal organizations of political parties and establishing only one official trade union that will work in the interests of employees of civil servants and public institutions,’ the commitment letter says. Chairman Ghising also said that a report card will be made public on the issues mentioned in the election commitments every year after the government is formed.
Stating that the right to good governance will be established through constitutional amendment, UNEPA said that the right of citizens to receive public services on time, file complaints against corruption, and seek accountability will be established as fundamental rights in the constitution. The commitment states that the number of members of the House of Representatives will be reduced from 275 to 2010 and the number of members of the Provincial Assembly will also be reduced from 550 to 330.
It is mentioned that initiatives will be taken to limit the number of ministers of state and assistant ministers in the cabinet to 15 ministries in the union and 5 to 7 ministries in the provinces, and that arrangements will be made to directly elect the chief ministers of the provinces by the people for the stability of the provincial government.
Similarly, the Progressive Democratic Party (PRLP) has made public a 36-page commitment letter stating that it will make arrangements for a directly elected president. The commitment letter, which has the slogan 'Strong democracy, prosperous society and independent nation', states that 'a system of directly elected president in the union and directly elected provincial chiefs in the provinces will be implemented.'
PRLP has stated that a provision will be made for the directly elected president to freely appoint experts and important people of national life to his council of ministers. Similarly, it is mentioned that an arrangement will be made that no person will be allowed to hold a position for more than two terms. PRLP has also committed to restructuring the parliament.
Similarly, the commitment letter mentions that the 'right to reject' will also be provided in the elections. The goal is to develop strategic infrastructure for rapid economic development. It is mentioned that special attention will be paid to the construction of the East-West Railway, the railway connecting Kathmandu, China, to Raxaul, India via Kerung. It is stated that the under-construction and new East-West and North-South highways and the Kathmandu Outer Ring Road will be constructed at a rapid pace. Pralopa has said, 'The feasibility of the Kathmandu Metro Rail will be studied and implemented.'
Pralopa has also put forward a plan to build a cable car to the Everest Base Camp. 'The feasibility of the Kathmandu-Egamarth Base Camp, Dipayal-Khaptad-Rara, Surkhet-Jumla-Khandbari and Kechanakawal-Phaktanglung (Kumbhakarna)-Seselung (Kanchenjunga) cable cars will be studied and implemented,' the commitment letter says. "Diplomatic initiatives will be taken to build a tunnel or land railway in 13 km of India to facilitate Nepal-Bangladesh movement," Pralopa has said.
Similarly, Pralopa's election commitment is to build and upgrade highways, connect the provincial capital with the main highway for easy transportation, and develop internal transport infrastructure connecting district and municipal headquarters in a quality manner.
