Nepali Congress General Secretary Gagan Kumar Thapa has questioned why the party has made arrangements for a special general convention.

After the party's Central Working Committee meeting held on Friday decided to postpone the date of the general convention to the last week of Baisakh, Thapa asked this question targeting party president Deuba, expressing a different opinion on it. While talking to media persons after the meeting, Thapa told the cadres not to go home and sleep that the general convention would be held in Baisakh and claimed that the special general convention would be held within the middle of Poush. 

'My expectation so far is that the party president has repeatedly said that he will not let the party split, that he will not let the party get into trouble, at least not in my life, so the first thing is that he (Sher Bahadur Deuba) will call this special general convention, the center will call it,' Thapa said, 'Even if it is not happening, I speak with the belief that it is my responsibility to go to the special general convention. I do not know beyond that belief.' 

When asked if the special general convention had raised the issue of party division, Thapa said, “Then why did you write the issue of a special general convention in the statute? Why did you write the provision for a special general convention in the statute?”

Congress General Secretary Thapa claimed that even though the proposal to hold the regular general convention on April 28-31 was passed by a majority, the issue of a special one has not been decided. He claimed that a special general convention will be called by mid-May as per Article 17 (2) of the statute. 

‘In today’s meeting, the acting president has proposed to hold the general convention in April by adding a procedure. He made the proposal using Article 43. There was a difference of opinion among 4-5 of us, but it was passed by a majority,’ he said, ‘The special general convention will have to be called within 3 months of submitting the letter demanding it. The deadline is three months from 28-29 December.'

The Central Committee meeting on November 15 said that the special general convention would be postponed only if at least 40 percent of the general convention delegates demanded that the general convention be held as a regular general convention, but Thapa says that if it is not regular, the situation will begin to change.

'It does not mean that we wrote a different opinion in today's meeting, went home and slept. We will wait for another day or two,' Thapa said. 'It would be better if the chairman or the acting chairman convened a special meeting tomorrow as per the articles of the statute. No, we added. If you say that we should all go home now, we will not accept that.'
