The election code of conduct states that party flags, party or candidate election symbols should not be placed or pasted on anyone's private property or public building, park, street wall or pole or any public place.
The election code of conduct issued by the Election Commission for the House of Representatives election has brought various provisions to make election campaigning civilized and disciplined. The code of conduct states that party flags and election symbols of the same size should not be placed on signboards and cloth made of 3 feet wide and 4 feet long cloth only in the office of a candidate or party.
The distribution and use of logos, stickers, clothes, hats, caps, vests, T-shirts, shirts, gamchhas, badges, masks, lockets or bags with the election symbols or flags of a party or candidate has also been banned.
The code of conduct states that processions, public meetings, corner meetings, gatherings or campaign programs should be held only from 7 am to 7 pm. In such a case, permission must be obtained from the local administration 24 hours in advance for holding rallies, meetings and other events. The use of children in rallies, meetings or campaigns is prohibited.
For election purposes, it has been said that only pamphlets of the same color and size up to 300 square inches on paper weighing up to 75 grams and bearing the name of the printer should be used. There is a provision that no more than 25 people can be taken out for a procession to submit nomination papers or for door-to-door programs. Musical instruments, gajas and tableaux are banned.
No propaganda about the party or candidate is allowed through online web pages, TV scrolling, displays in shopping malls, call center operations, messages at bank ATM counters or street plays, etc.
According to the code of conduct, a political party or candidate will be allowed to do such propaganda on a maximum of one private and official web page. Public demonstrations with the party flag or candidate's election symbol have also been banned.
The code of conduct prohibits any kind of graffiti, or any kind of rally or campaigning using four-wheeled vehicles, motorcycles, bicycles, horse-drawn carriages, rickshaws, carts, and other vehicles.
The code of conduct has also made an attempt to control the use of the national flag. A maximum of 10 national flags can be used during a public meeting, corner meeting, door-to-door meeting, or any kind of rally.
