The Election Commission has determined the percentage of inclusive groups under the proportional electoral system for the upcoming elections in accordance with the House of Representatives Election (First Amendment) Ordinance, 2082.
President Ram Chandra Poudel issued the Election of Members of the House of Representatives (First Amendment) Ordinance, 2082 on Friday on the recommendation of the Council of Ministers in accordance with Article 114 (1) of the Constitution of Nepal.
The government had recommended amending Schedule (1) of the Election of Members of the House of Representatives Act, 2074 BS on the basis of the percentage of the population of Dalits, Indigenous Peoples, Khas Aryas, Madhesis, Tharu, and Muslims as per the report of the 2078 BS census.
Commission spokesperson Narayan Prasad Bhattarai informed that as per the provisions made in the Election of Members of the House of Representatives, 2074 BS (First Amendment) Ordinance, 2082, the Commission has decided that while recommending candidates for the proportional system, political parties should recommend candidates by adjusting the percentage of inclusive groups as per the latest census.
The Dalit population in the 2068 BS census conducted by the National Statistics Office was 13.8, but in the 2078 BS census, the population has decreased to 13.4. The previous census of indigenous/tribal people showed 28.7%, while the latest census shows 28.2%. The Khas Arya group has decreased slightly to 30.3%, while the previous census showed 31.2%. The Tharu community has increased from 6.6% to 6.5%. There has been a slight increase in the population of Muslims and Madhesis. The 2068 BS census showed 4.4% of Muslims, while the 2078 BS census showed 4.9%. The 2078 BS census showed 4.3% of Madhesis. The 2078 BS census showed 16.3% of Madhesis. The House of Representatives Election Act, 2074 BS, Schedule-1 mentions the percentage of inclusive groups as per the National Census 2068 BS. The ordinance was issued as it was seen that the percentage of inclusive groups should be as per the 2078 BS census in the upcoming election of members of the House of Representatives on 21 Falgun.
Parties will have to submit a closed list of candidates based on the population of the National Census 2078 BS under the proportional electoral system under the House of Representatives. The deadline for submitting the closed list of candidates by political parties that have applied for the system has been set from 10:00 AM to 4:00 PM on December 13 and 14.
Commission training parties
The Election Commission is training representatives of political parties on December 28 and 29 on the methods and procedures to be adopted while recommending candidates based on the population of the National Census 2078 BS under the proportional electoral system under the House of Representatives. According to the Commission, representatives of old and new parties that have applied to participate in the elections under the said system will participate in the training.
An all-party discussion including the Prime Minister will be held on Monday.
Meanwhile, Prime Minister Sushila Karki, representatives of political parties, the Election Commission and other relevant parties are scheduled to hold an all-party discussion on election preparations, security, management, law amendments and other issues on Monday.
While such discussions have been held at various times before, the Commission's spokesperson Bhattarai informed that a discussion is being held at Singha Durbar on Monday to understand the latest achievements and efforts in election preparations and the views of the concerned parties.
