The Nepali Communist Party has issued internal instructions to recommend at least five candidates, including one Gen G youth and a woman, for the elections to be held on Falgun 21.
The inter-party directive signed by coordinator Pushpa Kamal Dahal and co-coordinator Madhav Kumar Nepal states, ‘A maximum of 5 people, including at least one Gen-G youth and one woman, will be recommended from each constituency.’ The directive also states that the recommended candidate should be disclosed whether he or she has been an elected public representative before and that popular and winning candidates will be given priority while recommending.
The directive asks provinces to recommend a maximum of 5 people from each cluster where elections will be held this time for the National Assembly. Similarly, in the proportional elections to be held on Magh 11, there is a directive to recommend at least 4 people, including at least 2 women, from districts with only one constituency. ‘An additional 2 people will be recommended from each constituency from districts with more than one constituency. The liaison coordination province will recommend 2 women and 2 men,’ the NCP said. ‘The special province of the valley will recommend 2 women and 2 men, 4 people. The migration province will recommend 2 women and 2 men, 4 people. The central committee of the mass organization and the front will recommend 4 people, 2 women and 2 men.’
While recommending candidates, the constitution and prevailing laws have made a method to recommend considering clusters such as women, Dalits, indigenous people, Madhesis, Tharu, Muslims, disabled people, backward areas, minorities, etc. ‘Prioritize the families of martyrs, disappeared families, conflict victims, injured people, disabled people and economically disadvantaged groups. Do not recommend more than one person from the same family,’ it said.
The NCP has also urged the recommendation of financially clean and transparent candidates. It is mentioned that the court should not have convicted and sentenced them for corruption, the source of taxes, revenue and property should be transparent, they should not be on any kind of blacklist, and they should be ready to declare their assets and income sources. Similarly, if involved in any transaction, they should be up-to-date with tax/revenue, ready to make a self-declaration as prescribed by the Election Commission and must have followed the party’s financial discipline. The NCP's directive states that candidates should be careful while recommending candidates who should have good and clean social conduct and behavior, should not have been convicted of crimes related to caste, gender, religion, language or any social discrimination, and should not have been convicted of cases of moral degradation such as domestic violence, child labor, human trafficking, sexual harassment.
The criteria for candidates include being politically and ideologically clear and committed, being committed to the party's policies and programs, having continuity and contribution to the movement, being socially reputable, and being popular with the people. The directive also includes additional issues to consider when recommending candidates. The NCP has made the criteria for candidates as follows: 'There should be thematic study, experience and expertise, policy formulation and implementation capacity, public dialogue skills, political and organizational experience, and contribution and experience in various struggles.'
