The Inclusive Socialist Party has released its election manifesto for the House of Representatives elections to be held on Falgun 21. The party released the manifesto at a program in Kathmandu on Friday. Party chairperson Numa Limbu made the manifesto public.
The party's main slogan is 'Cybernetic Democratic Federalism: Power in the Hands of the Facilitator', informed party secretary Sandhya Lama. The party has resolved to change the basic structure of state governance through its manifesto. 'We resolve that now the power of the state should be exercised by the citizens of the municipality, not by the Singha Durbar. Our philosophy is based on cybernetic democratic federalism,' the party's manifesto states.
Chairman Limbu said that the leadership of women and men has been seen many times and now the people should test the work of the new leadership. 'Power lies in the people, not in the leaders. Technology enables humans, not slaves. The criterion for development is not money, but compassion and care. The relationship between the environment and society is based on justice,' he said.
The party has stated that the party will move forward to establish moral leadership and a service-oriented political culture based on the economics of compassion, patience and care.'
The manifesto states that the policy will be to give the local level the role of facilitator and protector and to limit the central government as a policy guardian. The manifesto also states that financial autonomy will be ensured with full participation and control of the municipal council over more than 65 percent of the national resources.
The manifesto also states that the policy of implementing an interrelated quota system in all party and state structures to address the double and triple discrimination faced by marginalized communities will be adopted.
The manifesto of this party states that a cyclical system will be implemented in various state positions to prevent personal tyranny and centralization of power and that the leadership will be a facilitator and protector, not a power-holder.
Party spokesperson Pratiksha Chapagain informed that preparations are underway to reach the country through technology and call for voting for the Inclusive Samajwadi Party on Falgun 21. She informed that the party has proposed to field candidates in both proportional and direct systems, ensure health, education, and justice services in the rural municipalities, and limit Singha Durbar to receiving foreign guests, managing foreign exchange, and deploying the army. She said that the party has a special emphasis on a 'green economy' that is compatible with the soil and environment of agriculturally-dominated Nepal. Welcoming the agreement signed between Gen-G and the government on Wednesday, the Inclusive Socialist Party has also urged for its speedy implementation, not just on paper.
