CPN-UML Vice-Chairman Surendra Pandey has accused CPN-UML Chairman KP Oli of planning to hold the party's general convention in a village-wide style of the Panchayat system.

He said this at an interaction program organized by supporters of Ishwor Pokharel, who announced his candidacy for the presidency at the 11th General Convention of the CPN-UML.

According to him, after the implementation of the village return system in the Panchayat system in 2032 BS, only those who were given tickets to return to their villages were allowed to contest the elections through the Panchayat. He alleges that Oli has now implemented the same system in the party. He said that after Oli was elected as the president, a serious crisis has arisen in the party's democratic process. He claimed that the current leadership is trying to make the internal election system limited and person-oriented.

Pandey recalled that under KP Oli's leadership, an age limit of 70 years and a provision that no one can lead the party more than twice were made. He said that the democratic leadership method unanimously passed in the 8th General Convention continued until the 9th. In the 10th General Convention, a provision was introduced that the list should be passed first and only those on the list should be allowed to become candidates, and he accused that the same process is being repeated in the 11th General Convention as well.

He said that the idea of giving candidacy only to people known to the leader will end internal democracy within the party. He mentioned that UML is shrinking among the new generation and the people due to the lack of strong internal democracy within the party. He claims that the attraction towards the party is decreasing after there is no competition in leadership selection and the leadership is selected from a list determined from above.

He said that the new generation has started raising the question of why come to a party where there is no election, no competition, and the list is sold from above.

He said, ‘He himself (KP Oli) led the way and the 70-year-old issue of how to democratize the leadership, how to democratize the party was passed twice and on his own proposal, he was the coordinator of the task force. We passed it unanimously in the eighth general convention and then we also conducted the election in a very democratic manner. It happened in the ninth, when he went to the 10th, what he said was that whoever gets to stand up first, only that person will be allowed to stand up, pass a list and only the people on those lists will be allowed to contest the election. Isn't this the style of returning to the village? This is what was done after the implementation of returning to the village in 2032 BS. Returning to the village tickets were given, only those people were allowed to contest the election after being elected. Others were not allowed to contest.'

He pointed out the need to make provisions in the law so that no one can lead a political party more than once. He said that there is a problem in changing leadership not only in old but also in new political parties.
