Finally, Congress President Sher Bahadur Deuba has agreed to hold the general convention before the February 21 House of Representatives elections. In a meeting of the Congress Central Working Committee to be held on Monday, an agreement was reached among the leaders to come up with a schedule for holding the general convention before the elections.
The Congress was embroiled in an internal dispute for a month and a half over whether to hold the general convention before or after the elections. After President Sher Bahadur Deuba intervened to reach an agreement, an agreement was reached on the agenda for the 15th general convention.
According to a Congress official, homework is being done to come up with an agenda to hold the central general convention from December 27 to 30. A group on the establishment side, including former office bearers Krishna Prasad Sitaula and Bimalendra Nidhi, has not yet agreed on it. However, after Deuba directed to hold it regularly and before the elections, another leader said that acting president Khadka is preparing to take the proposal to Monday's meeting.
Establishment-side member Ramesh Lekhak said that the dispute over the issue of the general convention that has been going on for a month and a half is on the way to being resolved. He said that the agenda for the general convention will be decided in the meeting on Monday itself, giving everyone space. 'The dispute over whether to hold the general convention before or after the elections has now become consensus-oriented.
The agenda can be prepared in a way that gives everyone space in the meeting on Monday,' said the writer, 'Now that the regular general convention is held, the demand for a special general convention will automatically become inactive, there has been no further discussion on that.'
The former office bearers of the establishment party, who are not in favor of a general convention before the election, have not yet agreed on the agenda to be proposed on Monday. After the chairman instructed them to bring the agenda despite their disagreements, the establishment party led by Sitaula and Nidhi held a separate meeting on Sunday. That meeting did not draw any conclusions.
'We told the chairman on Saturday that we do not accept the proposal for a general convention before the election, that is our position so far,' said Nidhi, 'If a proposal comes despite our disagreements, we are in discussions about how to proceed.'
Since then, General Secretaries Gagan Thapa and Bishwaprakash Sharma have been saying that the process of a special general convention will go ahead if the proposed agenda does not lead to a regular general convention. Thapa said that they are seeking assurance of the general convention without demanding a schedule.
‘If the 15th general convention is not held on the proposed date, the process of a special general convention should be started by December 28. This is not something we want or don’t want, it is a mandatory provision of the statute,’ he said, ‘If a regular general convention is held, its relevance automatically ends.’
