According to Article 17(2) of the party's statute, there is a mandatory provision to call a special general convention within three months if a demand is made with the signatures of 40 percent of the representatives. The seven former office bearers of the establishment party have not been seen in favor of any special or regular general convention before the election. They plan to have the issue of the general convention before the election put forward by the two general secretaries rejected by the majority decision of the Central Working Committee. They have been continuously pressuring Acting President Khadka to bring a proposal for that.

‘If we do not hold a special general convention within the time frame as per the provisions of the constitution, there will be no moral basis for deciding that the dissolution of Parliament was not in accordance with the constitution. In such a situation, please accept my resignation with immediate effect. The resignation will come,’ Sharma said. Deuba, however, had shown the matter to the Acting President. ‘I will resign not to the Acting President, but to the President. I have given this prior information,’ Sharma said.

A central member said that the former establishment-oriented office bearers have pressured Deuba to support their stance, saying that they have made a great contribution to making him the party president twice and the prime minister five times. They expect to make one of them their successor.

According to Congress leader Sitaula, the president is working to understand the views of various groups rather than his own views on the issue of the general convention. Both sides have devised a strategy to put pressure on Deuba like Khadka by keeping their own stance and views. There are also allegations that seven former office bearers, including Sitaula, are trying to make President Deuba active again by showing that acting president Khadka has failed to resolve the dispute within the party. However, Sitaula countered this and said that an attempt was made to create a 'scandal' against them. Sitaula and Nidhi have reiterated their previous stance that no kind of general convention should be held before the elections. ‘We informed them about the latest situation within the party, he has only done the job of understanding the views. 'If someone thinks that a unilateral proposal should be taken without consensus, then at that time I can take any unpleasant decision,' Khadka said, targeting the seven former office bearers. 'If the proposal to pass the establishment party's Baishakh agenda is to be taken, the proposal for a special general convention, which is mandatory by the statute, should also be taken forward,' he said.

Within the establishment party, central member Ramesh Lekhak has been proposing to bring a regular general convention schedule within the month of Poush as an alternative to a special general convention and move the process forward. His proposal is being considered by the leaders in conjunction with President Deuba. Lekhak has been trying to bring a regular general convention schedule before the election for a month after consulting President Deuba. Earlier, he had proposed the first week of Poush, and the last time he proposed the middle of Poush. Seven former office bearers have not accepted his proposal. However, acting president Khadka has been holding leaders close to him who believe that this is the way to go.

The establishment party leader Bal Krishna Khand and central member Gyanendra Bahadur Karki are also active in searching for another middle-of-the-road alternative to the special general convention. They have given the option of focusing on policy without entering into a leadership change at the special general convention. Karki had also expressed this view in the Central Working Committee meeting.

Moderate leader Shekhar Koirala has also presented two options to President Deuba: a regular or a special general convention by mid-Poush. He has said that the signatures of the delegates who have signed for the special general convention should not be 'verified', and if the regular one cannot be done, the party's Central Working Committee should take a decision on a special general convention.

The collective opinion of 25 central members within the establishment party is in favor of holding a general convention before the elections. They have pressured Acting President Khadka to bring a regular general convention schedule within Mangsir by drawing his attention in writing on Friday. They have also been suggesting President Deuba to hold a regular general convention. Deuba is also meeting with the leaders of this group. The 25 central members of the establishment party who are opposing the stance of the seven former office bearers are Rajendra Kumar KC, Bharat Bahadur Shah, Arjun Prasad Joshi, Pushpa Bhusal, Karna Bahadur Budha, Ganesh Lama, Angelu Sherpa, Dila Sangraula, Udayashamsher Rana, Nanu Bastola, Dhana Khatiwada, Abdul Razzaq, Devendra Raj Kandel, Yogendra Chaudhary, Gopal Dahit, Bahadur Singh Lama, Dilman Pakhrin, Abdul Sattar, Mohan Acharya, Amrit Aryal, Zipchiring Lama, Ramjanam Chaudhary, Champadevi Khadka and Narayan Bahadur Karki.

‘The Central Working Committee should make a schedule and take a decision to start the 15th General Convention and conclude the convention in a tiered manner,’ they collectively say.
