Before the Central Committee of the newly formed Nepali Communist Party (NCP) is complete, a fight has begun among leaders to sit in various committees.

The CPN has 12 components including the Maoist Center, the Unified Socialist Party, and Bhim Rawal's Matrubhumi Abhiyan. After they were not included in the central committee list sent to the Election Commission for registration, they have started 'lobbying' with close leaders.

Similarly, the struggle of leaders to be included in the permanent, central committee has begun. There is a 'scramble' to become a member of the provincial and district committees. That is why the adjustment from the center to the districts and provinces is not easy.

There is an understanding to form a new committee by merging the central committees of the parties that have come together. A central committee of about 1,000 people will be formed by merging all the parties. But the new statute of the CPN has a provision to form a central executive committee of 600. The statute has been left open so that the size of the central committee can be more than that.

The central committee of the then Maoists was 600, while that of the Unified Socialist Party was 344. The NCP committees will become jumbo when other small components are formed. It seems that it will be difficult to unify the committees from the central to the district level of the NCP. According to a leader, the leaders who came together want to sit in the upper committee. There is a 'tiff' between the former Maoists and socialist leaders.

After the list of 138 central committees was sent to the Election Commission on Thursday, some leaders contacted the secretariat of Coordinator Dahal and Co-Coordinator Nepal saying that they were not included. After the 'lobbying' for the post was started due to the incompleteness of the central committee, there has been a wave within the NCP.

A secretariat member said that he had started receiving complaints that he was not included in the list prepared in a hurry for election purposes. 'Many people are interested in where and in which committee I will be,' the leader said, 'complaints have been received after I was not included in the list submitted to the Election Commission for party registration.' You may think you are missing out.'

The name of Bhim Rawal, who joined the unity party, is also missing from the list submitted to the Election Commission. Interest has increased after the names of women close to influential leaders of the former Maoists and socialists were added to the list submitted by the NCP to the Election Commission.

After the leaders' complaints were received at the secretariat of coordinator Pushpa Kamal Dahal, the chief personal secretary Govinda Acharya has issued a press note to clear up the confusion. 'The Election Commission had issued a notice that the party should be registered and certificated by 30th for the purpose of the general election announced by the government for the upcoming Falgun 21.' As there is some confusion about the details submitted to the Election Commission for the purpose of party registration, we request you to clarify this,' Dahal's secretariat has said, 'All posts and committees except the party coordinator and co-coordinator will be formed on the basis of mutual agreement. Homework is being done for this.' All the structures including the central committee of the unified party will be finalized according to this process.'

In the list submitted to the Election Commission, Dahal's daughter and Bharatpur Metropolitan City Mayor Renu Dahal, Buhari Bina Magar, as well as Dharmashila Chapagain, Rupa Chaudhary, Renu Chand, Sushila Sinkhara, and 13 women were added to the central committee. After that, dissatisfaction began within the NCP. There was opposition saying that the representation of the Far West and Karnali provinces was very low in that list. To counter that opposition, the coordinator Dahal Secretariat refuted it.

'Due to the administrative needs of the elections and the pressure of time, the list of standing committee members who remained before the unification was submitted to the commission,' the secretariat said. 'Due to the mandatory provision that one-third of the party should be women as per the law, the names of the 13 available female central members who immediately appeared at the central office and signed were also added to the same list to increase the percentage of women.' This is not a separate structure. The structure is yet to be formed as per the statute.'

Dahal has urged the party to complete the remaining work of the unification campaign without any confusion about the list submitted to the commission. According to a leader, the names of approximately equal numbers of members, including the then Maoist and Unified Socialist leaders Nepal, have been sent to the 138-member central committee. In addition, the names of leaders of other parties who have joined the unity are also included.

NCP spokesperson Agni Sapkota said that homework is being done for the formation of the central committee and that the committee will be formed on the basis of the unity process and contributions. 'The unity process will move forward in a balanced manner,' he said, 'The list prepared for the purpose of party registration with the Election Commission will be amended in a balanced manner.'

NCP leader Rekha Sharma said that the list of central committee members was prepared for the purpose of the Election Commission as there is a legal provision to increase the number of members in the central committee to 33. ‘The names of women leaders who can sign for party registration have been added,’ she said, ‘it does not mean that anyone has been left out.’

Nepali Communist Party receives recognition

The Nepali Communist Party, formed by the Maoists and the Unified Socialists, has received a party registration certificate. The Election Commission provided the party registration certificate to the NCP on Friday.

The NCP leaders went to the commission’s office to receive the party registration certificate. Immediately after receiving the certificate, leaders including coordinator Pushpa Kamal Dahal, co-coordinator Madhav Kumar Nepal congratulated each other at the central office, Parisdanda.

The NCP election symbol is a star, a unity between 12 constituents including the Maoist Center and the Unified Socialists. The election symbol will be provided by the commission within Kartik 10.

Although the UML and the Maoists united in 2075 BS and formed the Nepal Communist Party, Rishi Kattel separated them in 2077 BS while hearing the case. After that, the UML and the Maoists entered the 2079 BS general elections with separate existences. The UML came second in the elections and the Maoists came third. Earlier too, the Maoists had tried to change their name and election symbol.

Spokesperson Agni Prasad Sapkota said that since the party was registered, message rallies will now be held nationwide. ‘Now, message rallies will be held nationwide.’ A public awareness campaign will be launched on the justification, necessity and importance of unity. It will be a multi-faceted message,’ he said, ‘We will prepare for the elections on a war footing.’

Leader Dev Gurung said that he would focus on political activities nationwide with a new name and election symbol, the star.
