Development is impossible without coordination and cooperation: Chief Minister Shah

Sudurpaschim Province Chief Minister Kamal Bahadur Shah has said that development is not possible without mutual coordination and cooperation between federal, provincial and local level employees. He said that good governance, transparency and development goals can be achieved only if there is cooperation between employees at all levels and political leadership.

He said this at the 'Coordination and Interaction Program between the Union, Provinces and Local Levels' organized by the Office of the Chief Minister and Council of Ministers, Sudurpaschim Province, Dhangadhi on Friday at the Amargadhi Municipality Hall in Dadeldhura.

Chief Minister Shah mentioned that employees at every level should work with respect for each other. He said, 'Development work can proceed sustainably only if there is coordination between the Union, Provinces and local levels.' He said that the 'Province Civil Service Act' has been implemented in Sudurpaschim and the 'Local Service Operation Act' is also being implemented. However, he informed that necessary amendments are being prepared as some problems have been seen during the implementation of the act.

Chief Minister Shah also said that improvement work is being done by collecting suggestions from the trade unions, the Federation of Rural Municipalities, the Federation of Municipalities and the District Coordination Committee.

The heads of various offices present at the program presented the activities and problems of their areas. They said that removing employees working on contract and temporary services will make service delivery challenging.

They expressed concern that services would be affected as teachers, health workers and ambulance drivers, who are on the municipal grant, are working temporarily in schools.

Ajaymeru Rural Municipality Chairman Umesh Bhatta, speaking about the selection and prioritization of plans, said, “We have heard that all plans under Rs. 10 lakh will be cut. It is not that all plans under Rs. 10 lakh are unnecessary, some plans above Rs. 10 lakh may not be necessary.” 

Amargadhi Municipality Mayor Dilliraj Joshi also mentioned the need for collaboration and clear division of labor between the federal, provincial and local levels. He suggested that all plans should be carried out transparently through the tender system. 

The program was attended by the heads and office heads of various municipalities of Dadeldhura.
