Congress General Secretary Gagan Thapa has made various proposals for party reforms at the Central Working Committee meeting on Tuesday. He said that the organization is weakening due to the current instability within the party, limited access to the decision-making process and delays in generational transfer, and pointed out the need to take decisive steps without delay.

Through his proposal, Thapa put forward a reform blueprint to make the Nepali Congress capable, accountable and people-oriented in the politics of the new era, and said that the time has come to break the old patterns within the party and bring the new generation to the center of the decision-making process, as the current political situation is special and unusual.

He said, 'The tradition of talking about reforms but delaying decisions must end now. We all must take bold decisions to make Nepali Congress an instrument of the speed of history.'

The proposal presented by Thapa mentions that radical changes should be made in the party's structure, leadership selection, membership system and candidate selection process.

He said that the party's membership should be made open and easy for everyone. According to him, now the party members should not only be nominal, but should also ensure equal participation in the decision-making process.

He stressed the need to ensure strong representation of the new generation, women and diverse communities at all levels of the party. He said that arrangements should be made for the mandatory participation of youth under the age of 30 from the ward level to the central level. 'Now the issue of leadership succession should not be limited to slogans,' he said, 'The entry of a new generation into the decision-making level is the basis of the party's vitality.'

Thapa also put forward an original proposal on the issue of candidate selection. According to him, while selecting leadership from the local level to the state and center, the active members of the party should create a system in which qualified and popular people in their respective areas should be selected on the basis of priority. He argued that the primary selection made by the members should be the basis for selecting the party's candidates. He believed that this would end the culture of imposing leaders from above and strengthen internal democracy.

Similarly, he pointed out the need to bring transparency to the party's decision-making process, meeting system and division of responsibilities and to make the structure agile and effective. 'The party's structure is now full of complex and slow decision-making. Making it timely, fast and accountable is our first responsibility,' said Thapa.

He emphasized that special attention should be paid to ensuring inclusiveness and equal opportunities at all levels of the party. According to him, the structure should be rebuilt so that representatives of every community, profession, religion, language and geographical area participate in an appropriate proportion. For this, he has suggested that separate quotas should be arranged on the basis of caste, profession and region.

Similarly, Thapa also proposed to implement a system where the party leadership should be selected from the lower levels. He said, 'Now no one should get a position from above, every leadership should be elected from the lower levels. This is the essence of democracy.'

In the meeting, Thapa also pointed out the need for intensive discussion on the issue of amending the party's constitution and urged the formation of a draft committee for the eighth amendment. According to him, the constitution should be amended to clarify the role of members in the decision-making process, the system of leadership selection, responsibilities and tenure, and organizational rights at all levels of the party.

Thapa said, 'We are currently going through a special and unusual situation. If a regular general convention is not possible, then the way should be paved for a special central general convention.'

Thapa said that he was ready to step down for that.  "We are not ready for positions, but for reforms. If necessary, I am ready to leave the executive position and move forward in the reform campaign even as an ordinary member."
