There are sharp differences within the CPN (Unified Socialist Party (S)) over the issue of unification with the Maoists. While the party's respected leader Jhalanath Khanal is expressing disagreement, General Secretary Ghanshyam Bhusal has said that unification without a political and ideological basis would be a betrayal.
After Chairman Madhav Kumar Nepal presented a political document in favor of unity with the Maoists, General Secretary Bhusal expressed the view that unity should not be achieved without a basis in 'ideological' issues.
'We should not play games on theoretical issues. If we play games on this, this unity will be betrayed. Now, let's not come here and deceive the people. Let's not deceive the cadres,' Bhusal said, 'I have also said it in the secretariat. I have also said it to Comrade Prachanda and Madhav Kumar Nepal. This democratic centralism has been implemented only in exceptional cases in the communist movement.'

Bhusal mentioned that the UML has gone to the extreme right-wing path and accused the Maoists of also going in the same direction. ‘UML is becoming extreme right-wing. It is becoming a fierce right-wing, a naked right-wing. The Maoists are getting closer,’ he said, ‘Yesterday, it received 3.1 million votes for the revolution, while in the last election it came to 1.1 million. It is one thing to consider it a success, but it is another thing to consider it a failure.’
He said that the parties should be analyzed because there is a problem in their DNA. ‘What is the problem with the UML DNA? What is the problem with the Maoist DNA? Without figuring out what the problem is with our DNA, no matter where we go, no matter how much we go, what will happen? Millions of cadres are all on the ground today. The leaders are on the ground. The state is on the ground. The president is on the ground. Everything is on the ground. We need to look at this.'
Referring to the UML-Maoist unity in 2075, he said that the reason for the division of the CPN should be found. 'Today, when we talk about the unity of the communist movement, why did we divide yesterday? We were united yesterday. What was in that DNA? Comrades know why we were divided.'
