Before the start of the Central Working Committee meeting, Congress General Secretary Bishwo Prakash Sharma has suggested four options to Acting President Purna Bahadur Khadka regarding the party's general convention. In the first option, he has put forward the regular general convention schedule of Mangsir 10-12, which was proposed by another General Secretary Gagan Thapa in the Central Working Committee meeting a few days ago.
If there is no agreement on this, he has drawn Khadka's attention to two options for a special general convention.
In the context that 54 percent of the delegates of the general convention have already submitted a request for a special general convention to the party's central office, Sanepa, on Asoj 29, he has suggested the second option that the central working committee itself should call it.
According to Article 17(2) of the statute, there is a provision that the central committee can call a special general convention if it wishes. Accordingly, there is a provision that a special general convention can also be called with the signatures of 40 percent of the general convention delegates.
He says that if the central working committee itself feels it, it will strengthen the unity within the party. If the central working committee does not call it, his third option is to call a special general convention as per the request that was previously demanded.
If there is no agreement on both of these, he has put forward a fourth option that the regular general convention can be postponed by another 15 days and held in the month of Pus. For that, he has proposed a schedule from Poush 16 to 19. He suggests that it would be appropriate to hold the general convention on the historic occasion of BP Koirala's return to the country with a policy of national reconciliation.
Sharma has also proposed that the current central working committee should decide on the reorganization of the election committee, the constitution amendment draft committee and the formation of other subcommittees related to the preparation of the general convention.
Sharma has also proposed that candidates for the Falgun 21 election should be selected through primary elections. He suggests that along with the selection of the general convention representative, a decision should be made to recommend the names of three people, including at least one woman, from each constituency as candidates for Falgun 21 either unanimously or through the election process.
He has also demanded the formation of a three-member task force to communicate with all political parties and Gen-G youth to bring national politics on the right track.
Although the meeting is scheduled to begin at 1 pm, acting president Purna Bahadur Khadka is in talks with general secretaries Dwoy Gagan Thapa and Bishwaprakash Sharma regarding the agenda of the general convention. Khadka has planned to start the meeting only after an informal agreement is reached on the office matters.
